Indiana does try to solve this problem with its Minority Teacher Scholarship: House Enrolled Act (HEA) 1001-2013 makes changes to IC 21-13-2, the Minority Teacher and Special Services Scholarship, effective July 1, 2013. HEA 1001-2013 removed the special education and occupational and physical therapy fields from this scholarship beginning with the 2013-2014 academic year. Beginning with the 2013-2014 academic year, an individual is eligible for this Scholarship, if the individual: is a minority student (defined as Black or Hispanic); is admitted or already attends an eligible Indiana institution as a full-time student; intends to pursue or is pursuing a course of study that would enable the student, upon graduation, to teach in an accredited school in Indiana; agrees in writing to apply for a teaching position in an accredited school in Indiana following that students certification as a teacher and, if hired, to teach for at least three years; and meets other minimum criteria established by the Commission for Higher Education. Minimum criteria to receive state financial aid, including the Minority Teacher Scholarship, include: Be an Indiana resident and an eligible U.S. citizen or permanent resident; Complete and file the Free Application for Federal Student Aid (FAFSA); and Not be in default on a state or federally-funded student loan. To renew the Scholarship, a minority student who qualified for the initial Scholarship must maintain the cumulative grade point average (GPA) required for admission to the institution’s school of education or at least a 2.0 on a 4.0 scale or the equivalent if the school does not require a minimum GPA.
