Indicator Cadaster, Rule of Law and Anti Corruption In this indicator LMK has started a own stakeholder workshop from October onward. The focus is to decrease corruption and increase the rule of law in Kosovo by online tools, e-Kataster and e-government and ensuring all stakeholders work close together to provide the rule of law sector the right infrastructure to implement the law, make sure debts and taxes get paid and the whole payment cycle is working and nobody gets away with property related fraud, double selling of property and similar offences with are unfortunately still happening in Kosovo today. We organised one workshop with the Ministry of Justice Department for seizing Assets and NGO of the sector. A second one with municipal representative on corruption in Cadaster offices and now integration of the credit register of the Central Bank of Kosovo, the civil registration Agency of Kosovo, the Agency for Information Society of Kosovo and the some of the key utlities of Kosovo like the Post and PTK. As well we organised a workshop between the KCA Address system supported by the Norwegian State and the EU and key utilities like KEDS and the Posta Kosovo and the PTK and as well the property tax project PRO TAX 2 supported by SIDA. LMK as well worked close with he Chamber of Notaries and the Central Bank and the Banking Association to bring forwards a new drive for e-payment in property related services and promoted this as one of the key drivers of anti corruption mechanism and to ensure all property related services are paid via bank transfer and via cards and not in cash. This is a effort still as many of the new notaries are still not accepting cards but we keep on pushing such reforms together with the Swiss notary project to support the new Chamber of Notary. And it is hoped that the KCA will allow online access and so minimizes the risk for all property related transaction by having blocking and freezing capacity for all properties being under mortgages, sales or seizing from the competent authorities. In this effort LMK has as well developed a major effort to promote e-government solution as key tool for better government and less corruption and we have established excellent ties with the AIS, the agency for Information Society and the State Data Center which has all the capacity to improve government in Kosovo and it is just a question of political will to integrate the collected data in meaningful manner by the AIS and so provided efficient data and control mechanism to the law enforcement community. All relevant data is there and all software and hard ware is there as well and it is just a issue of inter - operability and the will to do so and to use it effectively. Considerable progress has been achieved on this during our stakeholder meeting to bring all key players together.
