Information for my foreign friends regarding Russian agresion. Several issues: On Russia: 1) Not Putin is responsible for the aggression but the state as such; 2) Will not stop until half of Ukraine is under control at least. 3) Ukraine is first step in the direction of destabilization of the Eastern and Central Europe. CIS countries will also become more vulnerable. 4) Do not expect any considerable reaction from the international community. On Ukraine: 1) State is not ready to protect the country. The reasons are obvious, - last 4 years army was not financed properly, more than that, - Russian-oriented leadership of the MoD and SBU were doing all necessary actions to demotivate staff and to provide all valuable information to Russian FSB and GRU. 2) Economy is on the eve of default. 3) People are desperate. If the West will not change its reluctant position many of them can turn into Russian-oriented or leave the country trying to find better place to leave. 4) Politicians and political parties are of communist type. No modern pro-European political leaders. At the same time many new faces and several initiatives to create completely new kind of political forces appeared during and after majdan events. 5) No obvious support of Russian actions on the East and South part of Ukraine among local populations. What is needed to resolve the situation: 1) Powerful EU monitoring Mission; 2) Urgent allocation of the IMF credit resources; 3) Urgent call to conduct full-fledged international Conference on Ukraine with participation of the heads of States and Governments; 4) Introduction of the third package of sanctions against RF as a state. They have to cover political and economic spheres of relations with Moscow. 5) Urgent military-technical assistance to Ukraine. Program to well-known US land-lease implemented during Second world was should be launched for Ukraine.
