Interesting comments here from Kennett (of all people) advising that tge Vic govt borrow to build an underground rail system in Melbourne.. And that debt used as an investment in infrastructure for the future should be classified in a different way to normal debt (I guess like difference bn yr mortgage on a sound investment property and yr credit card debt).. And how the electorate needs to be educated about this difference:
