In Esther, the king unwittingly allowed Haman to write a decree in his name. A decree can qualify as a type of vow because its motivation is to widen and establish the authority of the king. Haman has accused the Jews among the 127 provinces of defying the king’s laws by keeping their own. The decree will re-establish publically the king’s authority over his people, just as a vow is paid publically to publish its intent.
