Is a busted headlight a traffic violation? Last night on my way home from the clinic, I was apprehended by an MMDA traffic enforcer along J. Vargas near Megamall. He signalled me to pull over and when I lowered my window, explained that my left headlight was busted. He then asked me for my drivers license. I handed it to him then he said, Maam, pag tiniketan ko kayo, icoconfiscate tong lisensiya nyo ha? Kukunin nyo to sa City Hall. I wasnt able to reply immediately out of shock, then he repeated his statement. Then I said Okay, waiting for my ticket. He then repeated the same statement, for three times! Next, he ordered me to move further away from the other traffic enforcers. Sensing he was not so serious about issuing me a ticket and that he wanted something else, I said Wait lang ha. I reached for my phone. He panicked. Then he ordered me to come out of the car, twice, to which I did not comply. Sino pong tinatawagan nyo Maam? I said Asawa ko. Bakit, ano po ba asawa nyo? I said lightly, Wala naman, gusto ko lang iinform siya na nahuli ako kasi sa kanya tong kotse, di ko alam pundido pala ilaw. Suddenly, he went back to check the decal on the left side of the windshield. Then he said Doktor po pala kayo. (Why, does that make a difference?) And out of the blue, he changed his mind about the ticket. I would have gladly accepted my ticket but his hesitstion to issue me one arouse my suspicion that this was a case of pangungutong. Epic fail, sorry, Mr. Traffic Enforcer. Now, back to my question: is a busted light a traffic violation? Because honestly, I dont know.
