Is fiscal cooperation possible in today’s Congress? Called “pragmatists in a Congress littered with ideologues”, the committee chairs for Appropriations in the House (Rep. Hal Rogers, R-KY) and Senate (Sen. Barbara Mikulski, D-MD) have developed a reputation for no-nonsense work across the aisle. That’s a breath of fresh air and goes a long way towards bridging the unfortunate partisan hurdles that get in the way of budget cooperation.
