Is it a Federal Government of the Philippines or a Regionalization of the Philippines? Page 1 Lately I’ve been reading again about the move to change the Philippine government from unitary to federal government. However, I’ve not read much about how the proponents of a federal government would do the “statization” of the Philippines, leading me to wonder if the proponents know exactly what they are talking about or how they intend to create states in the Philippines. My sole experience of a federal government is that of the U.S. I studied in the U.S. for four years and worked there as a teacher for seven years. I remember that the greater part of my salary came from the federal government. However, the federal tax that I paid was twice as big as that of my state and city taxes altogether. Nevertheless, I don’t have any idea how New York or California became a state of the 51 states of the United States of America . Be that as it may, I do know about regionalization as it was the topic covered when I took my Master of Public Administration from 1984-1986 at the University of the Philippines. I also worked in the government from 1975-1984 . I worked at the Provincial Development Assistance Project (PDAP), the Philippines’ counterpart of the US-AID. PDAP was one of the agencies in the office of the executive secretary of President Marcos. When I graduated in 1986 with an MPA, I joined the National Manpower and Youth Council (NMYC), connected with a dotted line to the Ministry of Labor and Employment. NMYC makes plans and programs and projects to serve the out of school youth in the country. At the central office, I held the position of management analyst . As a management analyst, one of my task was to monitor, evaluate, make a study recommendations on the management and administrative operation of the NMYC. One of the research I conducted was entitled “A Study on the qualifications of all personnel of NMYC.” I also participated in a research entitled “Evaluation of the Performance of the Regional offices of MOLE and its attached agencies.” When I moved back home to Cagayan de Oro City, I then held the position of a senior manpower development officer of NMYC’s Region X office located of course in Cagayan de Oro City, the regional center of Region X. Hence, this article is really about how the Philippines was governed through its regions under the late Pres. Marcos. What is regionalization? How was it governed? When was it started? I could use my own words to answer these questions. However, when I searched the internet I thought the description at thephilippines.ph/philippine-regions/regions-in-the-philippines/ describes the regionalization as it actually operated then. Hence, I am copying and pasting them in this article as follows:
