Is it just me or are you not supposed to turn off your high beams - TopicsExpress

Is it just me or are you not supposed to turn off your high beams when there is another car coming in the opposite direction? Every single time I have taken the 127th street exit to/from the henday there are several cars who keep their highbeam lights on. This seems dangerous to me as it really restricts how much I can see on an already dark road. Has anyone else experienced this or am I out to lunch?
