Is it time for the opposition parties Batkivshyna, UDAR and Svoboda to resign from the Verkhovna Rada? As last nights voting shows, they cannot stop the pro-government Regions Party from enacting any legislation it wants, even in clear breach of the constitution, using the voting cards of absent members (Article 81, Point 3 Voting at the meetings of the Verkhovna Rada of Ukraine is performed by a National Deputy of Ukraine in person.) According to Article 82, Point 2 of the Constitution of Ukraine (The Verkhovna Rada of Ukraine is competent on the condition that no less than two-thirds of its constitutional composition has been elected.) if the opposition (168 MPs out of the total 450) resigned, the current VR would lose its competence and elections would have to be called, which is another of the oppositions demands.
