Is the DA trying to create his own Police Department? I thought issues of Civil Rights violations were federal issues, investigated by Federal Authorities. I generally thought it was the job of the DA to prosecute cases presented to him by the various law enforcement agencies throughout the county. Seems like the DA is trying to become his own Police Department department, investigate and then prosecute the crimes his office investigates.
