Issues with homebuilders/landscapers: 1) Who would bury sprinkler pipes under concrete and flagstone so that said concrete and flagstone now have to be cut open to get to the broken pipe, and 2) Who would install sprinkler piping direct from the water meter and with no separate shutoff valve so that when the sprinkler pipe buried in concrete breaks, the house is left without any water whatsoever???
