Date: Wed, 4 Jun 1997 13:30:55 -0400 X-Mailer: Microsoft Exchange Server Internet Mail Connector Version 4.0.995.52 MIME-Version: 1.0 Content-Type: text/plain; charset=us-ascii Content-Transfer-Encoding: 7bit Status: R Dear Principal Investigator: DARPA/ITO requires information from you by July 15, 1997, which will be used to showcase your project and establish priorities for new and continuing funding for the next fiscal year. This request will satisfy the following requirements: - progress reporting for Program Managers; - program summaries for DARPA management; - financial information for processing FY1998 incremental funding; - highlighting DARPA accomplishments for the FY1999 budget request; - showcasing your projects people, ideas, results and publications via a WWW link to your projects home page. Accordingly, the following data is required: 1) Project Summary information of about one to two pages, 2) Administrative and Financial Data which accurately reflects the status of your project, 3) a Quad Chart which can be incorporated into briefings to help us present your work to others, 4) a URL pointing to an attractive and informative set of WWW pages maintained at your site that will present an informative and positive public image of your DARPA-funded project Your Project Summary (1&2) and Quad Chart (3) must be submitted to ITO BY JULY 15, 1997. Failure to provide timely and accurate data will make it difficult to defend your project and could lead to a cessation of funding. The financial information we are requesting must reflect the projects current financial status as of June 30, 1997. If you lack some information, please send what you have and indicate when the rest will follow. PLEASE NOTE THAT WE WILL BE CENTRALLY INDEXING AND POINTING AT YOUR PROJECT INFORMATION AS MAINTAINED ON YOUR PUBLIC WEB PAGES, AND THAT WE WILL MAKE THE PROJECT SUMMARY DATA YOU SUBMIT AVAILABLE ON THE ITO WEB SITE. Financial data will NOT be made public. Use the same care in preparing the summary information that you would use in publishing a journal article. Lastly, please keep in mind that teamwork is one of our most important mechanisms for sustaining a healthy research budget through an era of declining resources. Since the DoD is monitoring the expenditure performance of DARPAs contracts, it is now more important than ever that you keep your program manager informed of changes to your actual rate of expenditure. In particular, we ask that you put extra effort into establishing the accuracy of your funding requirement for FY1998. Your request must reflect only the actual funding that you require in FY1998 to carry you through November 7, 1998, or to the end date of your contract -- which ever is sooner. Thanks for your help. Dr. Howard Frank Director, ITO =============================================== HERE IS WHAT TO DO: --> Use the template and other instructions below to prepare the summary information, including the Quad Chart, and submit it to ITO.. You may prepare the summary information using the tool of your choice. However, ITO prefers you prepare your Quad Chart using PowerPoint thereby allowing it to be easily incorporated into briefing charts. --> Submit the summary information and Quad Chart to ITO via the web form at ito.darpa.mil/Summary. This web form will validate the syntax of your summary information and generate a formatted Project Summary Report based on your input. If the syntax of your submission is invalid or the content is wrong then the system will provide feedback to help you correct your summary information and re-submit. You will be allowed to re-submit your project summary multiple times. If you have any questions or problems please send an e-mail to [email protected] for assistance. --> ITO support staff and Program Managers will review your submissions. Feedback will be provided via email to the one or two email addresses provided on the submission form. Corrections and adjustments should be made as requested then the summary information or Quad Chart should be re-submitted via the web form at ito.darpa.mil/Summary. --> If you have not already done so, prepare a set of WWW pages for public use describing your project. Begin with the title of the DARPA/ITO effort and the names of the investigators, and include a two or three paragraph description of the project, emphasizing what you have accomplished to date, and what you plan to accomplish in the coming year. New efforts will naturally focus on 1998 plans. Do not, obviously, publish your administrative and financial data. The only other specific requirement here is that you must include graphics. ======================================= GENERAL GUIDELINES A separate project summary with associated administrative and financial data is required for each contract or grant. The instructions below are designed to make all submissions consistent. A well-written project summary will help your program manager explain how your research advances the goals of the overall program. An accurate set of financial data will help us reconcile our books and speed payment of FY1998 incremental funding. The Project Summary (not the administrative or financial data) MUST BE WRITTEN FOR PUBLIC RELEASE. Project summaries will appear on the ITO WWW site in the fall. For examples of project summaries, see the FY96 summaries published on the WWW at ito.darpa.mil/ResearchAreas.html. STYLE: Each summary must be succinct and technically interesting. Your audience is a technical person unfamiliar with your work. Give a clear, top-level view. Avoid jargon. Write in the THIRD PERSON. FORMAT: To help us handle the hundreds of summaries submitted, we are using a tag delimited template to capture, validate and load the data into a database. The 1997 Project Summary template is simpler than the 1996 version. You are encouraged to prepare the template using whatever editor or text processor you are most comfortable with. When you are done, you will submit the template via a web form by pasting the text from your editor or text processor into a field on the web form. WARNING: Do not remove tags (e.g., ) from the template unless the tag is part of a repeating series of tags (e.g., the TEMPLATE USE: Included in this message is a sample template with detailed instructions on how to complete each section. To begin, copy the sample template into your editor or text processor and save the file (in any format). Next, replace the sample data with your data per the detailed instructions. The detailed instructions and a template with sample data will also be available at the DARPA ITO website at ito.darpa.mil/Summary. Delete the instructions contained in the [[ double brackets ]] and replace the sample data/instructions with your own. Please do not delete any of the , which are all in upper case, unless the tags have a [[ USE or DELETE ]] tag next to them; (b) use plain ASCII with no markup commands from a text processor; and (c) limit the PROJECT DATA, which comes first, to less than two pages of text, not counting the . Summaries for small efforts should be even shorter. These limits do not apply to the separate FINANCIAL DATA. PROCEDURES: Prepare project summary (with associated administrative and financial data) and quad chart then submit them via a web form at ito.darpa.mil/Summary. Your submission will immediately be validated for syntax errors and data omissions. If you encounter errors, please fix them and re-submit. When your submission is accepted, it will be immediately available to the DARPA ITO Program Managers and PRAs for review. You will be notified via email of any requests to change your submission. If you receive a request to change your submission, you will be expected to make the prescribed correction and re-submit via the same web form. You will also be notified via email when you Project summary is approved by the Program Manager. =============================================== 4-character ARPA Order Number (e.g., 8152 or B561). Please check with the PRA for your effort (listed in the preamble message), if you do not know your ARPA Order number.
