It appears to be both. The motorcyclist appears to be going too fast BUT his ability to stop so quickly suggests that some parts of the sequence have been speeded up. Theres no noticeable dip when he does his emergency stop which suggests he was not going excessively fast and the old ladys lack of injuries suggest the collision was at extremely low speed, probably less than the 20mph which the biker estimates. Watch carefully - It also appears that the old lady was stepping very quickly into the path of the motorcycle, certainly significantly quicker than when she walks away uninjured.
