It gives me immense pleasure to present my Manifesto for the Lok Sabha Elections on April 12th. While i have tried my level best to highlight all the problems faced by the electorate of South Goa with the help of you;my friends and supporters,i must say there may be some points that require to be added and we can do it together after the elections. Like i said on Television, My High Command is YOU the electorate of South Goa and i am here to serve you.Together we can make a difference to make a positive change to the future of our state. My symbol is NIB WITH SEVEN RAYS where the rays represent Integrity, Honesty,Equality, Freedom,Courage, Commitment and Progress. Manifesto of Shalom Sardinha Lok Sabha Parliamentary Elections 2014 1. Amendment in the Constitution for Special Status for Goa. 2. Amendment to Citizenship Laws in the Constitution and the subsequent laws in force in order to recognize the citizenship of Goans born before 1961. 3. Restarting Legal Mining at sustainable levels. 4. DABOLIM- The Only Airport for Goa. 5. Development • Completion of the Bridges at Talpona and Galgibaga which are already sanctioned by the outgoing MP Francisco Sardinha • Six Lane bridge at Cortalim Agassaim, bridges over other rivers for busy roads. • Bridges for 2 wheelers and cyclists in Vasco- one connecting Belabaim to Vasco and another connecting Mata School to Vasco. • Widening of roads, bypass at critical sections to reduce traffic congestion and accidents. 6. Central Government Departments • Reassigning the MPT Jurisdiction over Major Port • Introduction of Inland Waterways Authority of India for development of Inland waters with dredging, fortifying the banks. • Proposal to reserve 50% jobs for Goans in Central Government Departments. • Online uploading of documents by officers in central departments for complete transparency to prevent another Ruby Residency like incident. • Hitech facilities at Post Offices. 7. Garbage Management • Garbage collection and processing on macro level for village level and interlink to Central Garbage Process Plants at District Level. • Two centers to make Briquettes & Biogas from wet waste and to generate power in industrial estates. 8. Support for all Religions • Building the wall around the new Kabrastan in Salcete • Setting up electric Crematorium in 2 places. • Continuing work already started in expansion of Cemetries around South Goa. 9. Employment Getting reputed companies (IT/Pharma/BioTech etc.) to set shop in Goa to provide mass employment opportunities especially for youth. 10. Agriculture • Obtaining funds from Center for Agriculture, Horticulture, Organic Farming, Farm gate Technology and Food Processing. • Development of two ICAR projects to serve as a model for assisting farmers. 11. Tourism • Facilitation Centers with 24 hrs helpline. GPS & Auto-generation of Billing for affiliated Taxis. • CCTVs at Coastline area as well as busy junctions, market places etc. in villages as the earlier MP Francisco Sardinha has already covered Towns. 12. Society Empowerment • Self Help Groups (training and support) to empower Women, especially widows, to be entrepreneurs in small scale industries so they can earn more than Rs. 1000/- per month in a dignified way and not by way of doles only. • Specialized courses, Monetary assistance and Placement for Physically Challenged and differently abled. • Proposal for Monetary assistance to economically backward educated youth to set up small scale enterprises. • Special grants for traditional Goan skills like Bakery, Confectionary, Fishing, Farming, Carpentry, Feni & Wine making and Coconut and Cashew plantation. 13. Education • Computers, LCD Projectors and photo copiers to be continued being distributed to schools and colleges. • CCTV to be continued being provided for tighter security in schools and colleges. • Amendment to give Rs. 20,000/- for Cultural Day to schools and Rs 1,00,000/-to colleges to promote Goan culture, art and sports. 14. Reserved Classes • Proposal for Special scholarship for deserving SC/ST/OBC students in schools and colleges, with focus on those who are economically backward. • Proposal for Amendment of Reservations Bill to limit the number of beneficiaries from a single family so that maximum families can benefit. 15. Health Care • Setting up Hospitals and Nursing Institutes. • Facilities and subsidies for Senior Citizens, especially cataract operations. 16. Amenities • Free Sulabh Saunchalyas at various places especially Zuarinagar and Verna Industrial Estate as defecation occurs on roads in these areas. • Recreation Centers for the youth in all villages. • Providing kiosks in every village with free Internet facilities and hot spots in every village with free WiFi. • Setting up 2 Old Age Homes in South Goa. • Setting up 2 Community Centers in South Goa. • Library/Reference facilities. • Veterinary centers for cattle and pets. 17. Accountability • Yearly Audits of my accounts in furtherance of declaration of my assets by competent authorities to verify my integrity and honesty. • Official Web Site for highlighting works undertaken under South Goa MPLAD and inviting feedback and suggestions from electorate. A mobile application can also be implemented. • A minimum of one visit a year to every town and village in the constituency to address the problems of the electorate. Thank You and God Bless.
