It has always been my experience that people do not admit to things or accept responsibility for something unless they know they are in the wrong. Well today, January 16th 2015 it was announced that Kevin Campbell who is the Sheriff of Merrick County Nebraska has agreed to a fine of $3,000.00 for having hired his spouse, Kimberly Campbell and not filing the proper paperwork. Initially, Kimberly Campbell was hired as a part time employee which was approved by the county board in 2011. In 2012, the sheriff promoted his wife to office manager He did not advertise for the position within or outside the department. Once she was promoted he was her direct supervisor. To most, this would seem unethical. In fact, it was against policy according to the rules in Merrick County Employees handbook but, Kimberly Campbell remained in that position. At the time Kimberly Campbell was hired and when she was promoted, she had no experience working in a law enforcement office, managing a law enforcement office, dispatching in a law enforcement office, or any type of correction officer experience however, she was paid higher then any other office employees. Even an employee who had eight years experience in dispatching and corrections. And yet, Kevin Campbell saw no wrong in this. Many would think this was unethical. After many months of investigation after an initial complaint, The Nebraska Accountability and Disclosure Commission Also felt this was unethical behavior from an elected official. At which point, contacted the sheriff and instead of trying to dispute anything and bring more attention to him and The Merrick County Sheriffs Office, Kevin Campbell agreed to pay a fine of $3,000.00. At that point, The Nebraska Accountability and Disclosure Commission dropped a third violation against him. At last, a little bit of accountability that Kevin Campbell will be held to. He has been elected to his second term as sheriff and just began that term this month. In his first four years, there were many controversial things that occurred. He went through over 40 employees, a investigation into missing money among other things. So far in 2015, things are not starting out to well for the sheriff. Kevin Campbell is not the administrator he has led many people to believe he is. Keep in mind, there are two pending separate lawsuits against Kevin Campbell from two separate former employees. I would think it would be extremely hard to be a sheriff / law enforcement administrator with all this negative baggage.
