It is clear that the mere fact that the High Court nullifies an election based on corrupt or illegal practice does not in or of itself constitute a guilty report of the candidate whose election was nullified or any person who committed the same. There must be subsequent proceedings where the High Court has to give opportunity to the person to show cause why he or she should not be named in the report. -Justice Mulenga in Siliya & Others (2013)
