It is true that government alone cannot rehabilitate Cebu, Ormoc, Samar, Leyte and the other affected Central Visayas provinces...That is why many donor countries immediately responded to the call of Humanitarian Assistance and Disaster Response. Their collective response was overwhelming as they sent monies and personnel to lend the much needed labor, materials and above all, hope to the Filipinos. Local and international civic-minded organizations are still pitching-in to help government accelerate the rehabilitation efforts. Many would say sana PDAF or DAP was extensively used in alleviating the sufferings of many -- in times of national emergencies and in our perennial quest for progress. But procrastination will not bring us anywhere. The bureaucratic red tape as so well defined in the ARTA law or Anti Red Tape Act of 2007 has to be implemented in full measure among public servants if we want to move forward with the rehabilitation efforts. BUREAUCRATS WITHOUT BORDERS must come into being to see the rehabilitation efforts through. Let us not forget those who are still praying...
