It is worth pointing out that Alan Greenspan invented the payroll withholding tax to pay off the debt incurred by the US in World War I that was supposed to be the war to end all wars. Prior to that many working Americans skillfully evaded forking over part of their income to rapacious Uncle Sam. This special tax that Mr. Greenspan invented was supposed to be a time limited levee. But as General Giap -- who led the Army of the Republic of North Vietnam (ARVN) on to victory first against the French -- and later against the Americans sagaciously noted: Nothing is so permanent as the provisional. It set Mr. Greenspan on to a wonderful career with the Federal government and seemed to have put the US on a permanent war footing. Or as George Orwell opined in 1984 War is peace. Greenspan and Giap make rather odd bedfellows.
