It just occurred to me that the form of land tenure known as occupancy and use falls into the same traps that most others do by failing to separate land from improvements. If land becomes abandoned, it may seem relatively fair to relinquish it back into the commons for others to use, but Im not so sure that improvements should return to the commons in that fashion. Abandoning property could be done with the consent of the owner, but what many argue for is that abandonment should happen automatically after a certain number of years. Yet, one could then argue that how is any central authority supposed to determine whether something is abandoned and for how long? Do they have a network of spies? Who is paying for those spies? How can we trust them? Assessing land value irrespective of improvements retains privacy to a much greater extent, and would certainly not be any more complicated than a spy network.
