It looks as if to be like a mild plasma generator or possibly a diffused laser with the output rotating on the ground. It then appears to have two outputs at one point, when it begins to swirl, that seems to stirs up something in the atmosphere and/or that creates what we can call a focused cloud (condensation) that is moved like you would a twirling rope as many of use play with as a child. If the humidity is just right, a special effects guy could do this with the correct set up. The circles start small and emanate outward in a somewhat Fibonacci ratio like growth progression. This is similar to the way adding cream to dark coffee and stirring, looks. At the end of the video you see that the light expands from narrow on the ground to wider in the sky, very likely meaning its ground based diffused light projection. Its probably a guy with a gadget he made in his garage. If not, it might be Big Brother trying to impress the herd.
