It looks like this Keshe Vid at 1:07 or so goes into the means for converting RUSTY metals into the nano coated plate. The steps appear to be: Deposit rusty metals in bottom of plastic container. Cover the bottom of the plastic container with caustic soda, aka lye, aka sodium hydroxide. Get a pitcher of HOT/Boiling water and deposit that into the container last and then Seal it. He says it takes 24 hours to do the needful plating of the system. (it HAS to be sealed, because that is how the heat pressurizes it to a different pressure than ambient outside.) Once the plating step is done, you use the clean chicken wire under the nails/screws that were rusty and now are coated with the nano coating and deposit in a second container and add water. He then says you have to use a low voltage to generate potential between the plates, and you do that 3-4 times with an interval of 5-7 hours between each application of the source volt potential. This step is sorta vague... no specific value on the battery volts to be applied or if all the plates should have such put between them to generate their potential within the matrix of the liquid.
