It shouldnt be that hard. eBay and Craigslist simply need to require serial numbers when listing bikes. That change alone would make a *significant* difference in the ability to fence stolen bikes. Considering the magnitude of the problem (The F.B.I. values stolen bicycles and their parts at $350 million a year.) especially in northern CA - eBay is headquartered in San Jose and Craigslist is in San Francisco after all - Its a sad that something so easy to implement isnt done. When the markets dont take care of the customers,traditionally the government steps in and forces compliance. Maybe our civic leaders will start to step up and require licenses and documentation of serial numbers for retailers/resellers of bicycles within their jurisdictions? At least it would start to close some of the outlets such as flea markets and pawn shops.
