It sounds like a discussion that goes on in a typical meeting at a government agency. It tends to be consistently that way, but those who win may still be bogged down if they have to carry the stupid losers on their backs. In private sector business there’s a need to be smart so that the business will make enough profit to stay open and operating, so stupid people in business don’t succeed, but smart people in business may still fail if they have to carry the idiots on their backs. In government there’s no need for profit since the money continues to flow in from taxes, so stupid people in government tend to continue perpetrating their stupidity, but they do need to have some smart people at the top who are willing to tolerate and support the idiots. They also need some competent people in the organization who will do things right so that the whole thing does not fall apart, but those who do things right must be willing to share their pay with the morons who are messing things up. If a relatively small group of smart people may take over and dominate all of the sources of information in a society, and then they may be able to dominate the government by manipulating the political system. The people who do that must be smart, but they may appoint idiots to offices under them. Then they may create a system of policies and procedures that are Duplicitous & Self Contradicting & Self Reversing & Circular while giving no recourse or appeal options. Then those policies and procedures can be applied selectively while discretion is abused in a capricious and arbitrary manner. The smart people at the top of such a bureaucracy will take care of the idiots who they like, and they won’t have to pay the cost of taking care of those idiots since the money comes from taxes. We won’t know any better since we get our information from sources that are controlled by those powerful bureaucrats, so we do the work to keep everything working, and we pay the taxes and earn decreased wages to compensate for all of the inefficiencies of the system.
