It still holds no water to excuse the violence by hooligans during the Presidents visit to Migori on the pretext that it was targeted at the Governor rather than the President... Demonstrations, picketing and protests are democratic rights but must be exercised with utmost civility. For those whose thinking is that the President ought to have consulted popular leaders ought to know that; First, there is a distinction between those who are popular and those who have the mandate to govern. It is very clear that the Governor still has that mandate to govern (and must have been popular when he was elected). Thus, it would be imprudent to expect a President of one government to sideline the President of the government in whose County he is visiting. Second, in a government-to-government visit, the head of the visiting government is welcomed by the head of the welcoming government. Thus, it is not about who is popular but about who has the mandate to welcome the visitor. Third, it is the head of the welcoming government who arranges for the itinerary that will welcome the head of the visiting government. Thus, the idea that the President sidelined popularly elected leaders in Migori County in his visitation holds no ground for it is the Governor who had that responsibility. Lastly, if people of Migori dont want the Governor, let them petition the County Assembly to impeach him or push their Party to act or go to Court to demand his removal... While he is still the Governor, let them allow him to discharge his mandate.
