Its a good idea for the United States to protect civil liberties, institute checks and balances, and have periodic reviews of the whole system. But lets also keep in mind that I havent heard much about Chinese President Xi Jinpings intelligence reform proposals, and I dont expect we will be hearing much from him, or Russian President Vladimir Putin or many other leaders.
