Its the last day of the week and I wish to make my final post on electoral systems. I have been asked by some to explain the Mixed Member Proportional Representation which is the system most preferred by the BCP as stated in our manifesto. This systems combines the constituency system with the PR system. This means you will have 2 sets of MPs, those elected through constituencies and others elected through the PR system. The country that has the system in the region is Lesotho where they have 80 constituencies and after the election, there is an additional 40 seats allocated to political parties on the basis of their popular vote to ensure that the final seat allocation is reflective of the proportionality attained by the political parties. In my view, Botswana should retain the existing 57 constituencies. We can in introduce an additional 23 constituencies to be allocated to political parties based on their share of the vote versus the allocation of seats. This would bring the total number of seats to 80, which some people may say is high. I dont think it is a high number. Within the region we have the smallest Parliament. Compared to countries with the same population as our, Lesotho has a Parliament of 120 seats and Namibia has 72 seats. Just my thoughts, I know some in the BCP may have different thoughts on the possible mix of the numbers. I hope to hear your perspective...
