It’s no surprise that, after a half-decade of decline in American military capabilities, Hagel felt the need to promise a ready solution. But banking on nonexistent technology is an empty promise. Moreover, it’s the kind of fairy dust with which Washington is all too familiar. Were still in the earliest days of this third offset strategy, and demanding certainty and clarity in terms of ways and means (and, to a lesser extent, ends) at this juncture is problematic. The New Look strategy came out of Project Solarium, an effort into which the players entered without predetermined solutions ... and yet NSC 162/2 was the result. Was the second offset a new Athena born whole from the foreheads of Brown and Perry? Of course, Secretary Hagel and DepSecDef Work have asked for this fairy dust criticism by presuming significant elements of the conclusion in casting their new strategy in the terms they have.
