JCTR speaks out on proposal to scrap CDF Jesuit Centre for Theological Reflection (JCTR) says government should state clearly how funds meant for the Constituency Development Fund would be used for service delivery if it has plans to do away with the CDF. Commenting on Vice President Guy Scotts suggestion that the constituency development fund be scrapped off and channeled to service delivery by local authorities, JCTR executive Director Father Leonard Chiti has questioned how the people will benefit. Father Chiti has told Qfm news in an interview that the CDF helps facilitate local input in terms of development in communities which is a good idea. Father Chiti notes that if government has plans to scrap off the fund, there is need for the right mechanism to be used to ensure that local people benefit from the new system. Vice president Dr Scott says in its current state, CDF is not used effective because the needs of constituencies differ.
