KCCA collect license from traders occupying these building; and the question is does KCCA get revenue from illegalities? If these arcades are not fully recognised by KCCA; why do you collect money from traders to operate. Jenifer and henchmen; we pay 500000-2m as rent to conduct our businesses in these building as well as paying license to KCCA. But when these buildings are closed neither landlord nor KCCA can exampt traders of their monthly or annual fees. This affect traders and its not the responsibility of the traders to pay the Occupation certificate. Owners of these arcade are known. And KCCA management can use court to surmon them if they fail to comply rather than closing buildings where tenant struggle to payoff bank loans and meet other expenses. Kampala exist with people in it; and its paramount to live harmonously. Decisions must be thought of before action.
