JICA, PPUC AGREE ON SCOPE AND SCHEDULE OF THE PREPARATORY STUDY Tia Belau. June 30th, 2014. In July 2013, the Government of Republic of Palau made a request for Japan’s Grant Aid Scheme Improvement Project to the Government of Japan International Cooperation Agency (JICA), the official agency implementing technical cooperation, ODA loan and Grant Aid, decided to conduct a Preparatory Survey to examine the viability of the project and dispatched the survey team headed by Ms. Eriko Tamura, Director, Water Resources Management. Division 1, Global Environmental Department of JICA. The Palauan Government requested for the improvement of water supply system in Malakal, water distribution network and development of alternative water source. This request was due to the instability of water supply in Koror and Airai and possible effects by climate change. The survey team consulted with PPUC and other relevant organizations and conducted site visits to confirm the present situation, and agreed to the scope and schedule of the Preparatory Study which was signed by the representatives from MPIIC, PPUC and the survey team on 27th June 2014. This is the First Field Survey. A part of the survey team will stay in Palau until the beginning of August to study further. The Second Field Survey in Palau will be conducted in September to October for the “Outline Design”. It will be summed up in “the draft final export” in which contents will be explained and discussed in the Third Field Study planned in February 2015. The final report will be delivered around April 2015. Based on the recommendation in the final report, the Government of Japan will consider its commitment to the project. The actual construction of facilities designed in the project is expected to commence about six to seven months at the earliest, following the official bilateral agreement, Exchange of Notes, is signed between the Government of Palau and the Government of Japan.
