JOB ANNOUNCEMENT Procurement & Supplies Manager Ref: GSS/40/CS/2013/09 The Africa Rice Center (AfricaRice) is seeking a highly qualified Procurement and Supplies Manager to be based at AfricaRice, Cotonou. About Africa Rice: AfricaRice is one of the 15 international agricultural research Centers that are members of the CGIAR Consortium. It is also an autonomous intergovernmental association of African member countries. Responsibilities: The Procurement Manager will be responsible to, and accountable to, the Logistics Coordinator, for the management and delivery of all procurement related activities, commensurate with their level of knowledge and experience, in accordance with AfricaRice Logistics policies and procedures. Fundamental to this role is the ability to manage and motivate the procurement team and engage with other mission or response staff, external contractors and organizations. Therefore the incumbent is required to have the skills to communicate clearly verbally and in writing; she/he is required to plan for and deliver quality presentations and training, and produce timely written reports. She/he will be responsible for: -manage the procurement department at the temporary headquarter in Cotonou; Establish a strong network of contact with procurement officers in AfricaRice’s out stations and provide technical assistance for the procurement activities in the outs stations; -supervise all the personnel in the procurement department in Cotonou in accordance with AfricaRice HR policies. Identify staffing and/or skill gaps and see that these gaps/needs are filled and support the recruitment of all procurement staff; -participate in the preparation and implement the Procurement Plan in collaboration with the various Program Managers, Logistic Coordinator and other staff; -ensure efficient and timely supply of all items in accordance with AfricaRice procurement procedures and best practices; -maintain statistics on the activity of the procurement activities and prepare reports on activities. Reports are to be produce for the Management and for cross charging of procurement activities to projects; -maintain proper filing system of requisition orders, purchase orders and suppliers record. Maintain an auditable audit trail on all purchases; -in collaboration with the Logistics Coordinator, update the procurement manual in accordance with best practices in the market. Participate in the preparation of AfricaRice general conditions of purchase and in the code of conduct of suppliers; -conducts market research as and when required. Record and validate suppliers according to AfricaRice procedures ensuring compliance with AfricaRice general conditions of purchase and the code of conduct for suppliers. Conduct spot check and visit to ensure suppliers compliance; -monitoring contracts and agreements portfolio, in accordance with AfricaRice procedures. Follows up in a timely manner with Suppliers for all urgent requirements and ensures all contract payments are processed in a timely manner; -source, select and negotiate with local and international suppliers for the best supply package in terms of quality, price, terms, pre‐ and post‐delivery conditions, and other related comparative services; -assist in the selection of appropriate suppliers and contractors, and develop a functional database of service provider; -promote good procurement practices with due regard to sustainability, ethical purchasing standards and whole life costing; -liaise with the tendering committee in order to ensure timely process of purchases and provide technical expertise; -handle and monitor claims with vendors for defective, shortage, missing parts, etc; -supervise the import/export section to ensure efficient and timely custom clearance of purchased items. Establish good relations with custom officials representing AfricaRice. Qualifications/Selection Criteria: Education: Bachelor degree in Logistics, Business Management or related field. Preference will be given to candidates with formal training in Logistics or supply chain management with relevant certification. Work Experience: 5 years’ progressive management and leadership experience in procurement with at least 3 years’ experience managing a medium size procurement department; Experience working with International Organizations, International NGO or private sector is asset. Language: The candidate should communicate fluently (orally and in writing) in English or French with a good working knowledge of the other language.
