JOB: Monitoring,Evaluation and Learning Officer Mercy Corps Uganda – Northern Region, Uganda Job Description The Monitoring, Evaluation and Learning Officer (MEL Officer) is a key position in Mercy Corps Monitoring, Evaluation, Learning, and Communications team. The team exists to support program design, implementation and utilization of information collected at different stages. The MEL Officer will be based in Kitgum Town with frequent travel to Kaabong and Kotido, Karamoja and occasional travel to Kampala. PROGRAM SUMMARY: Mercy Corps drives high quality, analytical work in tough places. We have been operating in Uganda since 2006 and currently manage a breadth of programs in Acholi and Karamoja sub-regions with funding from a basket of donors. We partner with a range of private, public and civil society actors to systemically broaden opportunity for people across northern Uganda. Much of our work focuses on crowding-in private sector actors to deliver highly demanded but poorly supplied products and services that enhance the growth and competitiveness of the agricultural sector and improve the overall quality of life for the poor. Our work is market-oriented and consistently innovative and dynamic. GENERAL POSITION SUMMARY: Mercy Corps – Uganda’s primary approach of our results-driven programs focuses on market facilitation. Our efforts aim at crowding in potential market actors in agricultural production and marketing, health and nutrition service delivery as well water and sanitation services. We rely on our program officers to report direct effects of our programs and identify the indirect benefits our programs have on the community. They contribute to the collection of high quality data that shows our impact as well as highlights learning opportunities as projects develop and evolve. We achieve this by embedding M&E into our program staff’s regular activities and reporting. The primary role of the MEL Officer will be to act as an advisor to the program teams in identifying areas for relevant data collection and in the adoption of sound data collection practices. They will lead efforts to ensure programs are rigorously collecting quality data by helping establish systems and by building robust data collection tools that enable us to measure our impact against indicators and targets. The MEL Officer will assist teams present data in a way to inform program implementation and for donors, government, and beneficiaries. Alongside the MELC Manager, the MEL Officer will guide project teams in creating clear project monitoring plans to measure outputs and outcomes. Under the guidance of the MELC Manager, the MEL Officer will lead in-house surveys. The survey concepts and questions will be developed with the program teams. The MEL Officer will assist with the hiring and training of enumerators, coding of the data collection software, and overseeing the data collection process. If paper surveys are used the MEL Officer will format the paper survey, develop the data entry software, and oversee the data entry. At the request of the MELC Manager, the MEL Officer will collect supplementary data for informative reports. This can include collecting qualitative data including by leading focus groups and collecting stories from the field. Interactions with teams and beneficiaries will largely take place through field visits, observations of the teams in action, participation in regular discussions on project progress, and group brainstorming sessions. ESSENTIAL JOB FUNCTIONS: 1. Follow all Mercy Corps policies, procedures, grant compliance and documentation requirements 2. Implement and make sure all respective donors M&E rules and regulations are respected 3. Stay up-to-date on all program activities and data collection 4. Maintain an active advisory role with each program team to help guide them towards robust and relevant data collection 5. Create monitoring tools that collect quality data to record ouputs/outcomes and to measure impact 6. Assist with data preparation and presentation, including through data visualization techniques 7. Participate in on-going M&E training and support for all Mercy Corps programs 8. Prepare a weekly report of all completed and planned activities 9. Site visits to collect supplementary data both independently and in teams 10. Lead in-house surveys and all necessary associated tasks 11. Maintain professional relationships with local and provincial government officials, local NGOs and civil society organizations, local religious leaders and other notables to ensure support for and acceptance of Mercy Corps’ programs 12. Maintain close working relationships with donors, other humanitarian and development organizations, and local partners, including representing Mercy Corps at local meetings as required 13. Be adaptable and flexible to take new tasks and new assignments as requested from time to time 14. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission 15. Assist other finance functions and offices when ever need arises 16. Any other tasks to be assigned by the supervisor REPORTS DIRECTLY TO: Monitoring, Evaluation, Learning, and Communications Manager WORKS DIRECTLY WITH: Program Managers, Gender Advisor, Program Officers and Team Leaders, Monitoring and Evaluation Officers, and other Mercy Corps program and operations staff REQUIRED KNOWLEDGE AND EXPERIENCE: · A bachelors degree or equivalent in economics, statistics, math, computer science or another relevant degree. · Three years work experience in M&E related field. · Strong knowledge of M&E tools and methodologies. · Strong knowledge of Microsoft Excel and Word · Fluent communication skills in English – both written and oral is required · Experience collecting primary data; both quantitative and qualitative · Experience working in teams on data-focused projects · Analytical and report writing skills · S/he should be able to work independently and when required be able to come up with creative ideas to resolve monitoring & evaluation-related problems · Comfortable working on a geographically dispersed team · A can-do team player attitude · Excellent interpersonal relation skills PREFERRED KNOWLEDGE AND EXPERIENCE: · A masters degree or equivalent in economics, statistics, math, computer science or another relevant degree · Familiarity with STATA, MATLAB, Formhub, ODK, Nvivo, and/or Dedoose · Fluency in Acholi or Karamojan · Experience teaching the importance of data collection and the identification of learning opportunities · Familiarity with value chains, results chains, and/or market facilitation · Experience leading data collection teams · Experience creating data collection tools How to Apply Submit your application including a cover letter clearly stating your underline; salary requirement CV (with 3 referees), a written or statistical example of quantitative work, and copies of academic qualifications/certificates.
