JOB OPPORTUNITY World Vision Uganda is a Christian Relief, Development and Advocacy Non-Government Organization dedicated to working with children, families and communities to overcome poverty and injustice. Position: Commodity Tracking & Systems (CTS) Officer Reports to: CTS Coordinator Project: Karamoja General Food Distribution (GFD) Phase 5 Duty station: Abim Duration: Until end of December, 2013 Purpose of the position: To provide management supervision of the CTS data entry and reporting in the respective district and ensure CTS Assistants generate accurate CTS reports that are accurate. Also ensure compliance with FPMG and Donors requirement regarding commodity tracking, accounting and reporting for all food aid donations given to WV Uganda. Key Responsibilities Commodity Reporting and Accounting • Supervise CTS Assistants in the process of data entry and generation of individual project reports. • Ensure data is captured based on specific project numbers as indicated in WV PBAS number. • Receive CTS data replication/data consolidation from all food aid project sites and generate WV Uganda Consolidated CTS Reports based on Project Number. • Submit Consolidate CTS Report to CTS Coordinator for review and submission to FPMG • Collect and submit CTS system backups from all CTS Officer and storage. • Collect and archive all CTS report and backup files according to the agreed filing system. Review of Field and CTS Reports • Review all CTS reports from all the different food aid project sites to ensure that they tally with the beneficiary distribution list, and all the supporting documentation and reports (DCVR, TIR, Waybills, Food Monitors report, Loss reports etc) generated by field staff. • Ensure all Losses, return to store, excess etc have been properly accounted for in the original field reports and in the CTS system. • In case of errors in any documentation ensure that a sick waybill form is generated to explain the error. • Conduct a through check of all field document and reports ensure that they are accurate and completely filled. • Ensure all filed documents and reports have been sign by the person who generated them and reviewed and approved by the next level supervisors. Generation of food aid project Commodity Summary Statement (CSS) and invoices CSS • Prepare CSS reflecting actual quantities of food handled (food distributed) by WV Uganda specific food aid project(s) during the month. • Review CSS and ensure that they tally with the CSR and RSR for each given month and project. • Submit CSS to WV and WFP Sub-Office logistic staff for approval. • Hand over the signed CSS to the CTS Coordinator for posting to the food data base by 15th of every month. Invoices • Prepare invoices reflecting actual quantities of food handled (food distributed) by WV Uganda specific food aid project(s) during the month. • Review Invoice and ensure that they tally with the CSR and RSR for each given month and project. • Submit Invoice to WV and WFP Sub-Office staff for approval. • Hand over signed Invoice to CTS Coordinator for submission to WFP Logistic office in Kampala by 15th of every month Knowledge, Skills and Abilities • Bachelor Degree in Computer Sciences, Accounting or Statistics. Knowledge of warehousing, transport, shipping and practical freight forwarding. • Past experience preferable with a busy NGO or UN agency, in food commodities handling tracking and accounting. Prior experience with WV CTS system and or UN WFP Compass system is an added advantage. • Knowledge of major regulations pertaining to relief food commodities tracking accounting and reporting. • This position requires a person who is self starter, who can accomplish the task with minimal or no supervision. He/she should be able to manage a team of staff as well as cooperate with other units. He/she must be keen on details and well organized individual. • Mature Christian, able to stand above denominational diversities. Position: Field Monitor Reports to: Field Coordinator Project: Karamoja General Food Distribution phase 5 Duty station: Kaabong Duration: Until end of December, 2013 Purpose of the position: To provide end user monitoring, supervision and accurate documentation on all commodity distributions handled by World Vision Uganda. Key Responsibilities • Community mobilization and coordination of food distribution within the camps in liaison with the camp leadership. • Provide proper accountability of commodities at the food distribution points. • Guide the volunteers in food distribution and data collection. • Prepare and submit daily food distribution reports as well as monthly reports • Supervise the volunteers and ensure efficient food distribution Knowledge, Skills and Abilities • A minimum of a Bachelors degree in development discipline. • At least one year’s previous experience in Food distribution. • Ability to perform field assignments • Willingness to travel for long period of time in difficult terrain, harsh and demanding conditions. • Be willing to live and work in very difficult and security-risk areas. • At least one year’s field experience. • Mature Christian, able to stand above denominational diversities. Position: Community Development Assistant – Field Farmer School (FFS) Reports to: Project Manager Project: Kaabong Livelihoods Enhancement Project – Phase 2 Duty station: Kaabong Purpose of the position: To facilitate processes that will lead to increased food security among the agro-pastoralists communities in Kaabong district through the promotion of the FFS approach in farming methodologies within the project sites. Key Responsibilities • Formation and support to FFS/agricultural farmer groups focusing on improved modern farming practices. • Group trainings and leadership development among the FFS groups and agricultural farmers • Conduct regular field visit to sub-project sites to check implementation progress and conduct on-spot training • Promotion of kitchen gardening activities for women groups • Promotion of proper hygiene and nutrition practices in the target sub counties among the community in Kaabong district. • Provide lead in agronomy practices to maximize the utilization and productivity of available land. • Provide resource lead in sharing good practices and learning’s among the various FFS groups being supported by the project. Knowledge, Skills and Abilities • A minimum of a diploma in relevant fields of Agribusiness, Agriculture, Social Sciences, Business Administration, Development Studies. • Excellent facilitation skills in Agronomic practices, PHH, etc. • Vast experience in the APFS/ FFS methodology • At least 3 years work experience with an NGO in the application of the Methodologies. • Excellent written and oral communication skills. • Good riding skills with valid riding permit • Ability and willingness to be administratively self supporting • Knowledge of the Karamoja peace and conflict settings and the community at large. • Mature Christian, able to stand above denominational diversities. Position: Market Facilitators (5 positions) Reports to: Project Manager Project: Long term investment for food and economic empowerment in Uganda – LIFE Uganda Duty stations: Kamwenge, Kiboga, Mpigi, Nakasongola and Amuria Purpose of the position: To oversee and implement objectives of the LIFE project within the selected ADP areas in collaboration with partners and to ensure the Community Development Assistants achieve results according to the requirements of the project. Key Responsibilities Project implementation • Ensure that LIFE project activities are integrated or synchronized with ongoing ADP interventions so as to ensure sustainability and avoid duplication. • Supervise and monitor ongoing LIFE activities. • Conducting participatory Value Chain Analysis and development with producers and stakeholders. • Ensure quality in the roll out of the Savings group (VSLA) model • Ensure tracking of VSLA group performance through the SAVIX MIS system in collaboration with the national office MIS officer • Creatively promote quality seed multiplication sites in the communities through enhanced partnerships and macro propagation especially for bananas Capacity building and training • Mobilization of producers into groups and conducting trainings to build capacities on; group management, financial literacy, basic market skills, value chain innovation, NRM and production skills. • Provide mentoring and coaching to producers and producer groups to build local capacity for understanding and connecting with markets. • Identify technical experts for unfilled capacity gaps in the community groups such as farmer field schools. Market information and marketing facilitation • Working with relevant partners, develop/create market information systems and sensitize producer groups on how to utilize information to facilitate marketing. • Record value chain networks and contacts in a way that can be readily backed up, transferred and accessed. • Communicate useful contacts and opportunities to ADP staffs, local facilitators and with relevant producer groups. • Communicate market opportunities and supporting information to WV Staff, local facilitators and producer groups. Engagement and networking • Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in implementation. • Point of contact for consultation on issues to do with LIFE Uganda and related issues at the ADP level. • Identify market development opportunities that present through networks and relationships with other institutions and organizations and NGOs working in the areas of Market Access and development of the targeted crops. • Work closely with District initiatives through the District production Office on constraints of targeted crops and Agricultural initiatives Documentation • Effectively document all information related to project successes and best practices thus sharing it in agriculture magazines or news papers. • Create a bank of pictures, videos, aired radio programs and most significant change stories on the project in the selected ADP • Document and report initial market assessment findings. Project management and coordination • Supervise, guide and provide technical support to Development assistants. • Manage and coordinate project activity implementation at the ADP. • Carry out field based review meetings with project staff and local facilitators. • Participate in developing business plans of activities for LIFE Uganda project based on the detailed implementation plan, and mainstreaming such into ADP activities. • Track financial management and budgets allocated for the project, • Carry out both activity and outcome monitoring for the project, • Produce timely, accurate, compliant and quality reports to the direct supervisors, • Support processes of project baselines and evaluation with selected consultants • Take good care of project assets at ADP & cluster office Knowledge, Skills and Abilities • Bachelors in; Marketing, Agricultural Economics, Agribusiness, or Agriculture with strong experience of value chain development. • 3+ years experience in market led agriculture, agri-business, value chain development project or marketing. • Demonstrated experience in market assessment, market analysis, market research or closely related role. • Previous experience in research design and implementation experience. • Strong experience in networking, community mobilization and facilitation. • Report writing experience. • Demonstrated experience in Monitoring and Evaluation of market development projects. • Commitment to implementing WV’s vision and mission at all levels and in all aspects of the project. • Relevant teamwork experience and good interpersonal skills. • Ability to work sensitively with people from a variety of social backgrounds. • Mature Christian, able to stand above denominational diversities. Position: Community Development Assistants (10 positions) Reports to: Market Facilitator Project: Long term investment for food and economic empowerment in Uganda – LIFE Uganda Duty stations: Kamwenge, Kiboga, Mpigi, Nakasongola and Amuria Purpose of the position: To ensure quality and scalable impact of the agriculture and saving component of the LIFE project in collaboration with selected local facilitators within a designated ADP. Key Responsibilities Project implementation • Provide extension services to project using Farmer Field School (FFS) methodology and the local facilitators in recommended agricultural practices. • Identify lead/ potential project participants for planting materials multiplication and standard maintenance. • Organize Child Nutritional and farmers field days as well as farmers’ exchange visits. • Create awareness of child protection in the community and among local institutions/ CBOs. • Organize and conduct voucher support for participants to access and utilize agriculture production technologies. • Facilitate the use the saving groups’ methodology and linkages to ensure participants have access to financial service. • Facilitate local value chain development in the community. Capacity building and training • Conducting trainings to build capacities on; group management, financial literacy, basic market skills, value chain innovation, NRM, production skills and savings methodology • Recruitment, training, coaching and supervision of local facilitators • Provide ongoing training of producer groups and saving groups in identified technical gaps. • Monitor multiplication plots for adherence to improved agricultural techniques. • Conduct weekly support visits to the groups to ensure that the groups are saving. Mobilization and Group facilitation • Mobilization of producers into functional producer and saving groups. • Mobilization and awareness raising with local leadership. • Mobilize and sensitize local famers, local and regional traders for voucher distribution. • Mobilization of participants to participate in financial institution, buyers and input dealers outreach meetings. Engagement and networking • Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in implementation. • Link the project participants to technology inputs, saving tool kits and survives. • Facilitate project review meetings with key stakeholders (local facilitators) in the community. • Ensure that LIFE project activities are integrated or synchronized with ongoing ADP interventions in order to ensure sustainability and avoid duplication Documentation and reporting • Produce timely, accurate, compliant and quality reports to the direct supervisors. • Document and report initial market assessment findings • Conduct monitoring and savings data collection, verification and submission of the accurate savings data. Knowledge, Skills and Abilities • Bachelors or diploma in Agriculture or related fields; specialization in crop science or extension is preferred with strong experience of agriculture production processes and value chain development. • Specialized training value chain development, farming as a business, seed multiplication, VSLA methodology and or collective marketing is an added advantage. • 3+ years experience in value chain development, agribusiness, seed multiplication, market led agriculture or holistic livelihood project implementation. • Strong experience in networking, community mobilization and facilitation • Report writing experience, • Commitment to implementing WV’s vision and mission at all levels and in all aspects of the project is necessary, • Relevant teamwork experience and good interpersonal skills, • Ability to work sensitively with people from a variety of social backgrounds is required. • Knowledge of the local language will be an added advantage. • Mature Christian, able to stand above denominational diversities How to apply: Qualified candidates may submit their application and complete Curriculum Vitae, via email to [email protected].
