Executive Secretary 1 (OPS/SS 4), salary range $878,592 - $1,044,370 per annum and any allowance(s) attached to the post. 1. Deputy Chief Parliamentary Counsel (JLG/LO 6) Job Purpose Under the general direction of the Chief Parliamentary Counsel, the Deputy Chief Parliamentary Counsel is required to assist with the overall administration of the Department. Assist with managing the assignment of tasks given to Legal staff and other Administrative staff. Draft complex legislation on the direction of the Chief Parliamentary Counsel. Represent the Jamaican Government at regional and international conferences and meetings called by Ministers in relation to legislation within their respective portfolios. Key Responsibilities Assists with the approval of drafts and advisory opinions before dispatch to client Ministries; Assists with the assessment, review and, where necessary, revision of all Bills before approval of their presentation to the Legislation Committee and the Cabinet (including the Honourable Attorney General); Assists in the undertaking of direct drafting of very complex or highly sensitive legislation, especially when very urgently required; Gives advice to client Ministries and Departments on legal and legislative issues relating to drafting and interpretation of laws; Attends sittings of the Houses of Parliament and Committees thereof; Prepares, on request, draft Bills (Primary Legislation); Conducts any necessary legal or legislative research into matters concerning proposals for legislation; Gives advice to Ministries, Departments and other Government Agencies in relation to proposals for Legislation currently being drafted; Attends meetings with client Ministries in relation to proposals for Legislation and Legislation being prepared; Attends Legislation Committee Meeting, upon request and when draft Bills are being examined; 2/… -2- Comments on draft Cabinet Submissions, Ministry Papers, White Papers, etc. containing proposals for Legislation; Attends Parliament during the examination of draft Bills; Attends and participates in Parliamentary sittings of Joint Select Committees of Parliament during the examination of draft legislation, including but not limited to, Joint Select Committees on Private Bills; As part of the process of the preparation of draft Bills and subsidiary legislation, advises:- Parliament (and, on occasion, Gordon House staff); Sponsoring Ministries (and, sometimes, other affected or interested Ministries); Departments of Government; Statutory Bodies; Executive Agencies; and other public bodies, such as Parish Councils, Municipalities, etc. on matters relating to proposed legislation; Attends and hosts inter-agency meetings relating to proposed legislation; Attends sittings of the Houses of Parliament and Committees thereof; Represents Jamaica at local, regional and international meetings, workshops and conferences; Where required, supervises junior Counsel, administrative, secretarial and other staff; Acts as Chief Parliamentary Counsel or the Officer-in-Charge (OIC), as may from time to time be required. Senior Parliamentary Counsel (JLG/LO 5)) Job Purpose Under the general direction of the Chief Parliamentary Counsel, the Senior Parliamentary Counsel conducts legislative research, prepares draft legislation regarding proposals for legislation (primary and subsidiary). Advises on Cabinet Submissions for draft legislation. Advises Parliament, sponsoring Ministries/Departments, Statutory Bodies and Executive Agencies as it relates to proposed draft legislation as well as attends sittings of Parliament, Legislation Committee Meetings, Joint Select Committees of Parliament and Conferences and sittings of various Government Agencies. Assists with conducting legal research regarding proposals for legislation. Undertakes the training of other Support Services Officers. Oversees the maintenance of the Office Library and ensures that legal research publications are current and updated as necessary. Key Responsibilities Assists in proofreading and editorial checking of draft Bills and other confidential documents such as draft proclamations, rules, regulations, orders, notices, notifications, resolutions (parliamentary as well as legislative), etc. Conducts as necessary, legislative research into matters concerning proposals for legislation (primary and subsidiary) using appropriate computer-based research tools; Reads amendments into Acts and or draft Bills as necessary; Formats and scans draft Bills when required; Undertakes training of new employees in editorial checking; Oversees the maintenance of the Office Library, ensuring that legal research publications are current and updated as necessary; Performs additional tasks assigned from time to time. Executive Secretary 1 (OPS/SS 4) Job Purpose To provide secretarial and administrative support to the Deputy Chief Parliamentary Counsel. Key Responsibilities Arranges meetings and conferences and ensures that recordings of the proceedings are done; Prepares and formats legislation; Annotation of legislation; Reproduces in the correct format, a variety of documents as instructed by the Deputy Chief Parliamentary Counsel; Re-routes correspondences to relevant officers/departments; Conducts research, prepares related documentation, background information, agenda, provides logistical support, and ensures follow-up activities; Monitors incoming calls/clients, routes and directs accordingly; Schedules appointments/conferences and briefs the Deputy Chief Parliamentary Counsel on the matter before confirming the meetings; Makes travel arrangements for the Deputy Chief Parliamentary Counsel; Liaises with internal/external customers (local & overseas) in order to give/receive information as directed by the Deputy Chief Parliamentary Counsel; Maintains a system for the control and safe keeping of classified, confidential documents and files; Drafts correspondences as directed by the Deputy Chief Parliamentary Counsel; Performs any other related duties as instructed by the Deputy Chief Parliamentary Counsel.
