JOB POSTING # 2014 – 1 External Posting Inspector City of East Chicago Department of Redevelopment OPENING DATE: April 1, 2014 CLOSING DATE TO APPLY: Open Until Filled EXEMPT/NON-EXEMPT: Non-Exempt POSITION STATUS: Full Time Department: Redevelopment Reports to: Rehabilitation Coordinator Pay Range: In accordance to the City of East Chicago’s current Salary Ordinance Position Summary This position is located in the City of East Chicago Department of Redevelopment (ECDR). Conducts inspections of residential dwelling units and public facilities under construction or being considered for assistance through a program funded by the RD. Prepares specifications of work for housing rehabilitation projects and oversees progress of rehab and new construction projects. Performs inspections and collects samples to determine the presence of lead-based paint in dwelling units assisted by the department’s activities. Essential Duties and Responsibilities The below statements are intended to describe the general nature and scope of work being performed by the position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned. Performs inspections of residential dwelling units and public facilities under consideration for assistance to identify conditions that are substandard, nonconforming to building, plumbing, electrical and mechanical codes, hazardous or life-threatening. Prepares work write-ups (bids) for rehabilitation projects to correct identified deficiencies. Estimates the cost of the anticipated work to ensure adequate funding is available to accomplish the required repairs. On a regular basis, performs inspections of work in progress to ensure quality workmanship and materials and the timely progression of construction. Prepares inspection reports documenting progress of construction activities. Performs lead-based paint inspections and collects samples for laboratory analysis to determine the presence of lead-based paint or to determine clearance of corrective work in residential units assisted by the department. Work includes advising property owners or contractors of appropriate corrective actions to stabilize defective surface conditions. Reviews requests for additional work and recommends appropriate change orders. Recommends payments to contractors for work satisfactorily completed. Answers inquiries and explains information to homeowners, tenants, landlords, contractors and the general public regarding the scope and requirements of the ECDR’s programs. Equipment Used Requires the use of a variety of tools and inspection aids, such as a circuit tester, thermometer, measuring tape, digital camera, two-way radio and ladder. Must have a valid driver’s license and drive a vehicle. Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Job Competencies Comprehensive knowledge of policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the assigned area of responsibility of inspections for ECDR Knowledge of federal, state and local housing codes; laws, statutes and regulations that govern managing assisted housing; internal directives and administrative issuances, policies and procedures; zoning regulations; and building codes Knowledge of all areas of ECDR as it relates to the inspection process, such as eligibility, rehabilitation and targeted programs Must possess excellent judgment and discretion and the ability to determine intent, and interpret and revise existing guidelines and procedures Working knowledge of the provisions, laws and regulations of the inspections program Effective oral and written communication skills Quality customer service skills Accurate performance of general mathematic and numerical skills Logical/analytical problem-solving ability Education and/or Experience (Internal Posting) Must be currently employed full time with the City of East Chicago at least one (1) year. Minimum experience required is a combination of training and experience equivalent to graduation from high school and one (1) to three (3) years of experience in building construction or inspections. Work experience with a high degree of public contact preferred. Requires knowledge of building codes, residential construction and major building systems, such as electrical, plumbing and heating. If state certification is mandated, incumbent must obtain such certification within six (6) months of employment. Also, if continuing education is required to maintain the certification, this mandate must be met as a condition of continued employment. A valid driver’s license is required. Technical Skills To perform this job successfully, individual must have strong knowledge of Microsoft Office (Word, Excel, Outlook, PowerPoint and Access). Must be able to learn other computer software programs as required, including those for specification writing, cost estimating and project tracking. Physical Demands The employee is regularly required to sit, stand and walk. While the work is primarily sedentary, excessive walking, standing, bending and carrying of items, such as books, binders, files and documents, is required. The employee must occasionally lift and/or move up to 25 pounds. Work Environment Work is typically performed in an office setting (or cubicle), and the work area is adequately lighted, heated and ventilated. Regular site visits outside of the office to construction sites, as well as partner agencies, will be necessary.
