JOB Ref#edu jobs 029 VACANCY ANNOUNCEMENT No 14-008 Open To: All Interested Candidates (Internal and External) Closing Date: Open till filled Open Position: No. of Positions: Location Contract Duration Senior Gender Advisor (01) Islamabad 34 Months Senior MEAL Advisor (01) Islamabad 34 Months Senior Gender Advisor: Job Summary: The Senior Gender Advisor is accountable for ensuring affirmative actions taken to implement CARE strategy and 5-year program by developing systems and policies and proactively building capacities of CARE and its partners and in strengthening CARE organizational Gender & Ethnic Equity and Diversity (GEED) value, principles and practices. The Senior Gender Advisor will lead initiatives to strengthen the quality and accountability of CARE’s gender focus at the program level, and proactively develop and support implementation of related strategies and plans. S/he leads in ensuring capacities, processes and procedures reflect a strong commitment to gender focused programming and related impact throughout the CO. He/she will ensure that CARE is well informed and influential with respect to gender issues, and is proactively and appropriately networks and promotes engendered governance and creates enabling environment for women in Pakistan. S/he will support efforts to ensure adequate resourcing and budgeting for engendered governance initiatives to fulfill related strategic and policy objectives. The incumbent will assist to develop a strategy of making women’s as well as the men’s concerns and experiences an integral dimensions of design, implementation, monitoring and evaluation of policies and program so that women and men benefit equally and inequality is not perpetuated. In addition, the Senior Gender Advisor will lead internal organizational social/ethnic sensitization and integration processes, including continuing efforts to clarify the interconnection of between internal GEED values and understanding with CARE’s development work. A) EDUCATION/TRAINING Required: At least Masters degree in Development related disciplines or equivalent, with a preference towards a Master Degree in Gender and Development. B) EXPERIENCE: Required: At least 10 years of work experience in gender focused development related areas, conversant with rural and urban gender issues in Pakistan. At least 7 years of work experience in gender research and analysis, strategy development, mainstreaming, and capacity building. At least 5 years experience in fundraising for, and development and implementation of gender programs. Experience in advocacy and developing and maintaining strategic partnerships with a variety of stakeholders. C) TECHNICAL SKILLS: Required: Strong research, analytical, interpersonal and communication skills and the ability to work effectively with a wide range of constituencies; Excellent creative and conceptual skills Computer skills (word, Excel); Training/facilitation; Firm belief in gender equity and diversity Desired: Quantitative and qualitative data analysis skills. CARE in Pakistan’s strategy places governance and gender at the core of its program with a focus on four sectors: Reproductive Health, Education, Women Economic Empowerment and Emergencies. CARE International in Pakistan’s primary impact group is marginalized women. CARE is empowering these women to address power imbalances at the household, community and institutional levels. CARE works with its partners to promote self-help and influence public opinion and practice by bringing together wisdom based on sound analysis and field practices. The Senior MEAL Advisor fosters lasting change in the Country Office. The Senior MEAL Advisor is accountable for ensuring mainstreaming of Impact Monitoring, Evaluation, Accountability & Learning at organizational and program level, and to lead on the development of an Impact M&E and Learning framework based on CARE’s strategy and 5-year program by developing systems and policies. The position will lead initiatives to strengthen the quality and accountability of CARE’s work at organizational and program level, and leads in ensuring capacities, processes and procedures reflect a strong commitment to impact and learning throughout the CO. He/she will ensure that CARE is well informed and influential with respect to Impact M&E and research issues, and is proactively and appropriately networked and engaged to share knowledge and learning to promote improved practices and standards in M&E and research. He/she will support efforts to ensure adequate resourcing and budgeting for MEAL at program and organizational levels. A) EDUCATION/TRAINING Required: At least Master’s Degree in Development related disciplines or equivalent. B) EXPERIENCE: Required: At least 10 years of work experience in Impact M&E related areas, conversant with rural and urban poverty and socio-economic issues in Pakistan. • At least 7 years of work experience in research and analysis, statistical analysis, strategy development and capacity building. • At least 5 years experience in fundraising for, and development and implementation of programs. • Experience in lobbing/advocacy and developing and maintaining strategic partnerships with a variety of stakeholders including research organizations and think tanks. C) TECHNICAL SKILLS: Required: • Strong research, analytical, interpersonal and communication skills and the ability to work effectively with a wide range of constituencies. • Quantitative and qualitative data analysis skills. • Excellent creative and conceptual skills. • Excellent planning, organizational. • Strong analytical skills. • Computer skills (Word, Excel). • Training/facilitation skills.
