Position Summary: The Administrative Officer (Human Resources) is responsible for overall management of human resource administration of Pact offices in Myanmar to ensure consistency and fully compliance of organizational policies and procedures, including but not limited to, recruiting and selection process, employment contractual, remuneration and benefit of Pact, and initiate in capacity development function. Primary duties include: • Recruiting and Selection • Staff Capacity Development and training/ HR development • Staff personal record management • HR administration The position requires a high degree of integrity, professionalism, flexibility and creativity. Key Relationships: Supervised by: Deputy Country Director Supervises: HR Assistant Coordinates: With whom On what Chief of Party, Program Coordinators, Program Managers, Unit Managers • Recruiting and Selection process • HR administration • Capacity development and training process/ HR development • Monthly payroll processing SPECIFIC DUTIES AND RESPONSIBILITIES: • Human Resource management Manage the following HR-related functions affectively, as per inter-unit job assignment: o Recruiting and selection processes, through coordination with recruiting manager o Quality performance management for Pact staff by their supervisors, and associated job confirmation/ probation/ contract extension/ termination o Capacity development training plans and execution o Insurance, gratuity and other compensation administration o Monthly staff list report, attrition report, and other HR reporting as outlined by Pact o Checking employee timesheets as per organizational policy for payroll processing o Leave administration o Orientation to newly recruited staff and/or re-orientation to existing staff as needed, regarding HR procedures and policies Ensure all HR activities and processes are in compliance with existing organizational policy and local labor law; Implement and evaluate the national staff Personnel Manual, and recommend updates or changes to existing personnel policies as needed; Update the management on an ongoing basis regarding current and changing HR-related laws, policies and “best practices”, to ensure that current and future personnel policies and compensation packages; are in par with the established standards of Pact, the INGO community as well as national laws; Conduct/monitor salary and/or benefits surveys, classify positions, create compensation benchmarks to ensure salary and benefit levels remain “market place” competitive, serving to attract and retain high quality staff; Maintain appropriate records and employment-related documentation, and ensure confidentiality; Periodically audit and archive or destroy dated information, including employee and applicant files, in accordance with national law and/or Pact’s document retention policy; Monitor and address employee concerns, complaints, and counseling needs; Coordinate internal investigations and hearings with appropriate personnel and management for HR-related issues; Coordinate with line managers in order to ensure all HR administrations are completed in collective/shared management; Maintain and build professional, ethical and productive relationship with other organizations; Identify requirements for HR system and service delivery improvement; • Others Undertake other appropriate duties as assigned by supervisor. Expected Results: o Effective and quality provision of HRM/HRD services to country office. o All HR functional activities are consistent and compliant with organizational policies and existing local labor law. o Compensation and benefit package remain competitive and attractive. o HR documents and archiving systems are up to date and auditable. o Newly recruited staff are well oriented. Qualifications: • Myanmar national • University degree holder with a minimum of two-year experience in Human Resources/ Administration and/or Management related field • Sound analytical and problem solving skills • Strong organizational skills and ability to prioritize multiple tasks • Ability to communicate in English is a must. • Ability to produce timely and effective outputs with minimal supervision • Team-work oriented, proactive and demonstrated capacity to work independently • Excellent communication and negotiation skills • High sensitivity to work with colleagues from different cultures and professional backgrounds • Ability to work accurately under time pressure and tight deadlines • Knowledge of MS Office software package • Willingness to learn or adapt to new ideas and procedures Click the following link for detailed information>>> bit.ly/1rWjyqg
