JOUR 150 The realm of public relations is a very complex one with regards to the mass communication and the Post-modern world. Companies, politicians, governments, organizations and their political backers utilize it for political and economic gains. Recently, Russian President Vladimir Vladmirovich Putin as current President of the Russian Federation has taken a lot of flack[1] and unfounded accusations[2] for the machinations and now civil war ongoing in Ukraine. Despite the fact that it was admitted the U.S.A spent 5 Billion dollars $5 billion fomenting various forms of questionable influence there.[3] The Russian Federation has released a white book[4] on the atrocities committed by the coup installed government and it’s recently elected leader. It has submitted appeals, notifications and evidence to the relevant UN and European international governing bodies.[5] The strategy I would recommend to President Putin is a mass media campaign of fact findings, building upon the accumulated findings and publishing’s of the white book on the Ukrainian government atrocities. I would recommend approaching the matter in an entirely objective context and titling it Finding the Truth: The on-the-Ground facts of the current Ukrainian Crisis Information Gathering The first phase would involve collecting various: · Media footage · Civilian Complaints · Citizen Interviews · Records from the civilians on the ground, medical security personnel and first responders · Footage of military attacks, casualty counts and other relevant footage · Information of the background leading up to the conflict to include the security agreement in detail between Russia, Ukraine and other relevant or financial data not classified · Results of the referendums in the Eastern regions · Pre and Post referendum demands of the Eastern regions in response to the western backed coup Planning The planning phase would incorporate the strategic and tactical goals of this campaign Strategic Strategic plans would involve the long-term goal of facilitating and presenting an objective point of view with regards to the crisis in relation to the other geopolitical narratives at play. Truth is the best policy. Highlight the Russian Federation’s desire to diplomatically and fairly solve the crisis, while striving to maintain the rest of Ukraine’s territorial integrity in a decentralized manner as the civil damage has already been done, when Kiev attacked after issuing an ultimatum.[6] Tactical Tactical planning would involve putting forth achievable goals and tasks along the lines of proposed guidelines and solutions to ending the conflict, publishing them in a fair and transparent manner and context. They should be clearly communicated and completely objective. They should highlight the resources and other infrastructural help the Russian Federation is willing and able to provide within the context of international law.[7] · Guidelines-Clear and Concise · Cease fire-Time, Duration · Limit of Advance lines-Red Lines with Regards to Conflicting Forces · Buffer zones-Limited Extent of Buildings and Civilians · Demilitarized zones-Length, Observers, Limited extent of military buildings and equipment · Medical and Media guidelines-Humanitarian assistance, Ambulances, Medical Evacuations · Intermediary guidelines-Third Party Negotiators · Monetary and Prisoner exchange guidelines-Location, Safety, Observers · Voting and Policing Guidelines- Joint vs. Multinational Forces, Voting Time and Observers · Conflict Resolution solutions along with guideline-Meetings and Meeting Place · Time-lines-Expiry dates, Non-use of Nonconstructive Ultimatums · Intra and Internationally Binding Agreements within the Context of International Laws · Employment of Independent Surveillance Equipment to Enforce Ceasefires, Buffer and Demilitarized zones Communication It is not enough to present the information in a factual objective fashion on the traditional, digital and social Medias. Interactive-depository media should be utilized in where those whom are directly affected on the ground can directly submit their video footage and experience in video format. In this regard “Citizen Journalism” would be helpful. Thus, rather than just have a specially created website dedicated to the conflict, in supplementation, have a website where those within the conflict area can upload and air their grievances in objective fashion. How · Then –Pre Conflict · Now-Current Events · Later-Post Conflict Expectations Evaluation Evaluation should move beyond the realm of random polling to random interactive media polling, in the same manner of setting up a website where those whom are not in the conflict area can submit video (Only) message or log of their findings, interpretations, reactions and dispositions to news of the crisis.
