JULY 2013 The "OUTSIDE THE EU" LOCAL SECTION (CLP HU) Elected by over 3700 COMM members serving in Third Countries, wishes to inform colleagues at HQ about the recent round of meetings in Brussels this week: The "OUTSIDE THE EU" elected Staff Representatives held meetings in Brussels this week among others with: - DG HR (Mr. Frutuoso de Melo), - EEAS (Mr. Patrick Child), - DG DEVCO R/Human Resources (Mr Luc Bagur) , - CCP/Central Staff Committee (Bureau members), - EEAS SC (elected staff representatives of the EEAS) In all instances, CLP HU members conveyed the concerns and shock of expatriate staff in Delegations with regard to the special provisions foreseen under Annex X in the compromise text adopted by the EP on 2 July. There was no denial from our HQ interlocutors that Social Dialogue with legitimately elected Staff Representatives had been overlooked / avoided - given the overriding political haste to conclude an agreement between COMM/Parliament/Council. The CLP HU recognises that this has been a difficult, complex and protracted negotiation procedure at the trilogue level, however we fail to comprehend how so little attention was paid to the consequences of changes to Annex X. It is obvious that the needs of Delegations staff are secondary. Expatriate staff in Delegations have drawn the short straw and will be subject to unnecessarily excessive reductions in Annex X which will adversely affect the professional and social life balance and will render working in a Delegation considerably less attractive, not to mention unviable in the future for certain colleagues. Managers in Brussels claim that the global package is acceptable even laudable, the CLP HU maintains that staff in Delegations have been neglected and that this cannot be "right" no matter how well they try to convince us that we must focus on the outcomes of the "balanced" global package. Reminder on Major negative changes to ANNEX X: • reduction of annual leave from 42 to 24 days, • change of the flat rate allowance for annual leave travel from business class to economy, • changes to the housing policy which will transfer the administrative burden to staff members • huge uncertainty over future allocation of Living Conditions allowance, Rest leave, Home leave etc The CLP HU also focused on major issues including: - Local Agents - who are being dismissed under the WLAD (Workload Assessment in Delegations) , the recent "suspension" of reclassification, growing concerns of future changes to Framework rules …. - Contract Agents - who still have no career development, no structured mobility but continue to assume growing responsibilities in Delegations, who carry out core tasks regularly and who under the WLAD, are now being forced to transfer from one Delegation to another, also under the threat of dismissal … Local Agents & Contract Agents represent 2/3 of COMM staff serving in Delegations - without their continued commitment and high performance levels, Delegations will simply cease to function adequately. The CLP HU requests herewith: to be fully involved in all discussions concerning future GIPs (General Implementing Provision) for the new Staff Regulations and to be consulted "up-stream" on ALL issues impacting on colleagues in Delegations The "OUTSIDE THE EU" LOCAL SECTION (CLP HU) wishes to contribute to discussions in a constructive and informed manner, to advocate for improvements to the service and to have our voice heard 2nd LARGEST COMM LOCAL STAFF COMMITTEE
