JUST IN Shelly vetoes language fluency bill for a second time WINDOW ROCK - For the second time, President Ben Shelly exercised his veto authority to a bill that would have amended language fluency requirements of elected positions found in the election code. This is according to a Dec.31 memo he wrote to Speaker Pro Tem Lorenzo Bates and the Navajo Nation Council. In October, legislation that addressed a similar issue was submitted for my consideration, Shelly said. At that time I exercised my authority vested in me and vetoed it. A thoughtful and deliberative conversation should occur regarding the qualifications an individual must meet, Shelly added.
