James Buchanan arrvied in office with one of the best résumés in the history of presidential candidates: Buchanan had been a congressman, envoy to Russia, senator, secretary of state and minister to Britain, writes Gail Collins. Ironically, Hillary Clintons supporters point to her enormous experience in government as a compelling reason to support her presidential candidacy; but the same could have been said of Herbert Hoover as well as James Buchanan (usually accounted by historians as our worst president).
