James C. Scott, The Art of Not Being Governed | University of New England March 28, 2013. The Art of Not Being Governed, is also the name of a book by Scott that was published in 2009. Scott is the distinguished Sterling Professor of Political Science and Professor of Anthropology and is director of the Agrarian Studies Program at Yale University.
