Janet Lim Napoles: The Big Fish in A River of Crocs 5 September 2013 at 15:50 Most of the news articles on the pork barrel scam feature Janet Napoles as the Big Fish that has eluded the public for ages. On the surface and based on the details provided by whistle-blowers, Napoles indeed, is the Big Fish in a “river of giant crocodiles.” Per recollection of Retired Col. Ariel Querubin, he had accordingly known Napoles to engage in the supply of various items from office supplies, T-shirts and lunch packs to the Armed Forces office where her husband, Jimmy (a former RAM member) was employed. It is inconceivable then to assume how a lowly supplier like the struggling Napoles then, would be able to get passed the august halls of the impenetrable bureaucracy and offer her bagful of products/services to the busy “Honorables” without their blessings. As illustrated by the current Senate inquiry on the scam, the following work-flow is observed before the funds intended for a SINGLE project -- funded through the PDAF -- are released: 1. Legislator requests fund from DBM to fund a proposed project by an NGO (whether legitimate or fake NGO?); 2. Request goes to Office of President for approval; 3. If approved, the Request goes back to DBM who will then course it through the department concerned (Department of Agriculture, or DA, if intended beneficiaries are farmers); 4. DA taps its line bureaus or Implementing Agencies (IAs) to coordinate with project proponent for admin and monitoring purposes; 5. DBM releases fund to Implementing Agency (IA); and, 6. IA gives fund to project-proponent, NGO (regardless if it’s a fake or legit?) It is important to note that the current Senate investigation cannot as yet ascertain who among the agencies above determines whether beneficiary/NGO is legit or bogus. Also, as Senator Recto rightly puts, there is a “vetting process” involved every step of the 6-stages as cited above. In other words, the process cannot move forward, “kung walang pang-gasolina.” Now, tell me- can Napoles singlehandedly move heaven and earth to deal with the hellish conditions as mentioned? Perhaps the answers lie behind the doors of these ‘satans’ chambers. The Big Fish cannot thrive in these corrupt river system without the baton-wielding conductor/s – the giant crocs – who cooked up this grand scheme of bleeding our national coffers dry.
