As Shift reported, Inslees purpose for his cap-and-tax is not to see the policy through to implementation but to distract attention from a bigger, greener plan — his fuel mandate. While the cap-and-tax drama unfolds in the Legislature, Inslee is free to fly under the radar, pushing toward a fuel mandate by executive order with little-to-no media attention. We now know that Inslee has finally set the timeline for jamming his executive order through. Legislators and the public have from February 4th-28th to submit comments on the Department of Ecologys fuel mandate rule, after that Inslee will have met the minimal legal obligations for issuing an executive order. Inslee managed to create the perfect smoke screen (a cap-and-tax scheme) he needs to distract the public from a fuel mandate that 80% of Washington voters believe is too pricey. Thats why its more important than ever that we get the word out to the 79% of voters who are unaware of Inslees fuel mandate plan.
