Requirements: This position is open to national or international candidates who fulfil the minimum criteria as described in the section “candidate requirements” below. Dates: 21 April 2014 – 20 April 2015, with possibility of extension; dependent on funding; 3 month probation period. Salary Range: $2,500 - $3,000/month; inclusive of Timor-Leste income taxes; commensurate with experience. Terms: 1 year contract; Full-time; Three months probation period; Possibility of extension (funding dependent); Salary is inclusive of Timor-Leste (RDTL) income taxes, which will be withheld by NGO Belun in accordance with the RDTL Labor Code; Opportunities for annual salary increases based on annual performance evaluation; The position is based in Timor-Leste. Open Date: Wednesday, 26 Mar 2014 Close Date: Tuesday, 8 April 2014 Background The Position: NGO Belun is currently seeking a qualified Chief of Party for its Civil Society Monitoring of Security Sector Development Program (CSM-SSD). The CSM-SSD Chief of Party position will transition to leadership by NGO Belun’s Early Warning, Early Response (EWER) Program Manager from 15 September 2014. Therefore the selected Chief of Party (COP) will transition into the position of Program Quality Advisor (PQA) from 15 September 2014. During the first five months of the program, the COP will be fully responsible for coordination and management of the CSM-SSD program according to the program goals, objectives and contractual obligations. In support of the leadership transition of the CSM-SSD program to Beluns existing staff, the next main objective of this COP position during the first five months of the assignment will be to adequately prepare NGO Belun’s Early Warning, Early Response (EWER) Program Manager to take on the responsibilities of the Chief of Party role. From the time of the transition of program leadership, the PQA will be responsible for providing full support and mentorship to the new Chief of Party in ensuring the program is successfully managed according to its goals and objectives. In particular the PQA will support the effective Monitoring and Evaluation of the program according to the Performance Management Plan (PMP). The CSM_SSD Program: The Civil Society Monitoring of Security Sector Development Program is funded by USAID and implemented in partnership between NGO Belun and Fundasaun Mahein. Under the CSM-SSD program, NGO Belun’s role is to continue the implementation of the Early Warning, Early Response (EWER) conflict prevention system. Fundasaun Mahein’s role is to continue the organization’s core monitoring and reporting on Security Sector Development issues in Timor-Leste. The EWER system also receives co-financing from the European Union. The EWER system monitors social, economic, political and external trends as well as incidents of violence throughout the country with an aim to increasing early responses to conflict and preventing the escalation of violence at the national and community levels. Roles and Responsibilities Roles: Chief of Party- 21 April 2014 – 14 September 2014 The Chief of Party role will be responsible for the overall program management, oversight, and reporting, including implementation of the below tasks and responsibilities, under sections a) to i). Program Quality Advisor - 15 September 2014 – 20 April 2015 with possibility of extension The Program Quality Advisor role will focus on supporting Belun’s EWER Program Manager when she transitions to the Chief of Party position, to fulfill the below tasks and responsibilities, under sections a) to i). The specific focus will be on capacity building and Monitoring and Evaluation of the program. Responsibilities: a) Capacity Building and Knowledge Sharing Conduct capacity strengthening and strong preparation of Belun’s national Early Warning, Early Response (EWER) Program Manager to take on the responsibilities of the Chief of Party role from 15 Sept 2014; Coordinate and assist in the capacity building of both Belun and Fundasaun Mahein and through individual and joint trainings and collaboration; Guide and support the implementation of the action plan for Belun’s recent Organizational Capacity Assessment (OCA) in order to strengthen Belun’s institutional systems and processes; Ensure that Belun and Fundasaun Mahein share knowledge and experiences on operational matters over the course of the program and learn by producing regular reports on the process of collaboration; Support the development of the capacity of Belun’s Research Pillar, particularly in the early warning publications. b) Management and Coordination The Chief of Party (COP) will be responsible for overall program management, oversight, and reporting. Be responsible for managing all aspects of the program including meeting the objectives of the project while providing overall technical management to achieve the results defined in the CSM-SSD grant agreement; This includes supervising project staff, overseeing project work planning, performance management and strategic communications, leading subcontract and/or grant design and execution, and contributing to the development and implementation of the project’s monitoring and evaluation (M&E) systems. Ensure Belun and Fundasaun Mahein achieve the objectives and goals of the program, especially those mentioned in grant agreement; Guide the program’s strategic direction and framework; Ensure all project implementation is technically sound and appropriate; Ensure that the CSM-SSD program outputs are effectively coordinated between Belun, Fundasaun Mahein and USAID; Support Belun’s EWER Program Manager to plan EWER system program implementation according to the annual workplan and budget; Coordinate and manage human resources for the effective implementation of the program; Oversee the work of all international volunteers working on EWER program activities and provide feedback on monthly work plan; Participate in program coordination meeting and measure progress against activities and budget. c) Sub-grant Management Convene, facilitate, and document regular meetings between Belun and Fundasaun Mahein to oversee and discuss project progress, identify and resolve project-related problems and plan implementation; Review all narrative and financial reporting of sub-grantee activities; Review and approve all financial requests, in coordination with Belun’s additional financial approval procedures. d) Contract Management Responsible for the contractual management of the CSM-SSD contract with USAID; Manage the overall contract implementation according to the contractual obligations; Prepare and process any necessary contract amendments; Manage the implementation of special Conditions to the contract; e) Representation and Communications Effectively represent Belun, CSM/SSD and the EWER program at meetings with EWER stakeholders at different forums/levels including representatives from the Government of Timor-Leste, national and international NGOs, UN agencies and donors; Manage in-country relationships with USAID officials, local government counterparts, CSO partners and others; Facilitate visits to project sites by stakeholders including the donors; Ensure appropriate Branding and Marking of all program publications and materials in accordance with donor regulations; Maintain open and ongoing dialogue with donors and other stakeholders in all the project areas; f) Planning, coordination and resourcing Ensure preparation of project work plans for both Belun and Fundasaun Mahein and collate these into overall work plans for submission to USAID on a monthly and annual basis; Support the long-term planning of the program implementation in line with Belun’s Strategic Plan Support planning and implementation of program transitions where necessary; Ensure effective communication and coordination between Belun’s EWER and other programs within Belun such as DAME program activities; Support Belun to seek resources to complement existing funding to attend to programmatic and institutional development needs. g) Monitoring and Evaluation, and Reporting Guide the development and implementation of the program’s monitoring and evaluation (M&E) systems in a participatory manner, ensuring all relevant parties understand their responsibilities in collecting and contributing to M&E data; Build capacity of Belun and Fundasaun Mahein to improve M&E skills including the production of uniform, high quality reports; Work with Belun and FM to ensure quantitative and qualitative monitoring systems are in place and are effective, relevant, and accurate; Oversee the implementation of the project according to the project Performance Monitoring Plan (PMP); Ensure maintenance of project documentation; Oversee periodic reporting formats to record progress toward achievement of planned targets; Organize periodic review meetings to track progress and make adjustments; Produce and submit high quality progress reports to donors, partners and other relevant parties as scheduled or required; Identify gaps, under-performance and work with member agencies for improvement and course correction; Responsible to prepare Project Completion Report (PCR) for relevant donors as per set guidelines; Coordinate and oversee annual external evaluations as required by the PMP; h) Program Finance and Budgets Work closely with Belun Management teams to: Coordinate and prepare program budget forecasts and accruals; Monitor expenditure of partner budgets against planned activities and project progress; Prepare financial reports for the various donors; Address budget problems in over or underspending, internal budget reallocations; budget amendments etc. and communicate to all concerned; Participate in program coordination meeting and progress against activities and budget. Review, approve and submit Belun and Fundsaun Mahein’s Requests for Reimbursement on a monthly basis, in coordination with Belun’s additional financial approval procedures; Manage EWER co-financing, according to program needs; Plan and coordinate audit processes according to program needs. i) EWER Technical support, Research and Advocacy Support Beluns Conflict Prevention Specialist with finalization of training modules for monitors and CPRNs; Support EWER system Research and Policy Team to plan and implement research activities; Oversee and support the Belun Research team in the development of all EWER Research and Publications including: Conflict Potential Analysis reports, Policy Briefs, Situation Reviews, Alerts Review and edit EWER system publications prior to public release in English and Tetum; Ensure the communication of EWER monitoring results through Belun’s electronic media including: Crowdmap, Mailchimp, Belun Website, Belun’s Facebook Page Oversee and support Belun’s policy development and advocacy efforts in follow-up to EWER system recommendations. Ensure EWER system publications are released in a timely manner to the highest quality; Support and ensure high quality and timely data collection and data entry by monitors and district coordinators into EWER database and online map; Support the EWER program team to implement planned adaptations to the program activity plan in response to recommendations frominternal and external evaluations; Support analysis and linkages with the National Database of Humanitarian and Community Development Projects as relevant to each EWER analytical report. Support EWER national, district and sub-district level peace activities and follow up with relevant government actors and other stakeholders. Support and advise EWER’s Public Policy Officer to follow up and advocate on the implementation of EWER policy brief recommendations with relevant institutions. Additional tasks as required by the Belun Director and EWER program team. Reporting and Working Relationships The consultant will report to and be accountable jointly to the Belun Director, EWER Program Manager and EWER Program Advisor. Candidate Requirements Minimum Requirements and Qualifications Masters degree in Peace and Conflict Studies; International Affairs; Law; Security Studies; Public Policy or a related field. Must have three years of related full-time experience in program management with peacebuilding, security sector, conflict prevention, public policy or development programming. A strong team leader with demonstrable track record of innovation and excellent interpersonal and diplomatic skills; Demonstrated skills in managing large and complex donor-funded projects Excellent personnel management and budget management experience required. Excellent organizational, planning and communication skills essential, including public speaking; Strong knowledge of conflict transformation theory and practice. Good understanding of the project cycle, including project monitoring and design of project frameworks; Excellent writing, research and analytical skills required; Must have prior experience working in a post-conflict and development setting; Comfortable with challenges, ability to work in a high-profile, fast-paced environment, flexibility to adapt to constantly changing dynamics; Ability to perform and prioritize multiple tasks and work to tight deadlines; Strong ability in analysing and solving complex problems and in strategic planning; Significant computer fluency required in Word, Excel, and Access; Must have ability to work in a cross-cultural environment and experience in a mentoring position. Academic level writing standards in English. Demonstrable skills in learning languages; Strong Tetum language skills a distinct advantage, with capacity and commitment to improve Tetum skills in a short period of time. Bahasa Indonesia or Portuguese language skills advantageous but must have commitment to learning and improving fluency in Tetum languages skills in a short period of time. Preferred Requirements and Qualifications Four plus years of significant and progressively responsible experience in program management with peacebuilding or conflict prevention programming preferred. Excellent knowledge of conflict transformation theory and practice. Experience managing USAID and/or EU-funded grants a distinct advantage. Experience with early warning systems and knowledge of conflict prevention mechanisms an advantage. Fluency in Tetum a distinct advantage.
