Job Title: Revenue Collector - City of Detroit Employment Opportunity Salary: $27,800.00 - $35,900.00 Annually Job Type: Certified-Regular Civil Service Location: Detroit, MI 48226, Michigan Print Job Information | Apply Description Benefits Supplemental Questions Under general supervision, makes calls on business concerns to collect delinquent City of Detroit personal and real property taxes, fees and accounts receivables; receives and accounts for money orders and checks; assists in the seizure and disposition of personal property; processes delinquent accounts receivables in small claims court and testifies regarding claims; negotiates payment agreements and maintains pertinent records. Examples of Duties: 1. Receives memorandums on delinquent personal and real property taxes, fees and account receivables. 2. Makes calls on business concerns in an assigned area for the purpose of collecting delinquent taxes, fees and accounts receivables. 3. Explains tax liability to debtors. 4. Negotiates payment schedules. 5. Receives, receipts and accounts for money orders and checks collected on accounts. 6. Maintains records of activity on all assigned accounts. 7. Processes delinquent accounts receivable in small claims court and testifies, as required. 8. Processes personal service contracts, vendor contracts, and clearances for liquor licenses. 9. Codes records for all out of business concerns in an assigned area. 10. Updates records to reflect changes in addresses or owners of businesses. 11. Contacts owners of closed or deserted businesses for collection purposes. 12. Solicits information on closed businesses from neighboring businesses. 13. Initiates steps to have debtor businesses padlocked or personal property seized for auction when this is the only method of recovery. 14. Assists auctioneer with inventory and sale of businesses’ assets, as required. 15. Returns non-negotiable checks and receives money orders or certified checks. 16. Prepares daily activity reports. 17. Balances and deposits receipts daily, computing interest on delinquent accounts. 18. Encourages taxpayers to comply with City of Detroit tax regulations. 19. Recommends that delinquent accounts for businesses that have disposed of property be referred to the Law Department. Minimum Qualifications: High School graduation or GED preferably with completion of business related course work. Two years of recent responsible experience in a revenue billing, collections or similar accounting activity. Supplemental Information: KNOWLEDGE OF: · City of Detroit tax regulations. · Collection techniques and procedures used in field collections. · Office work, terms and equipment, and English usage in business correspondence. SKILL IN: · Oral and written communication. · Performing clerical tasks and arithmetic computations with speed and accuracy. · Use of personal computers and common office software. · Preparing and maintaining clear and accurate records and related files. · Observation. ABILITY TO: · Understand, explain and apply laws, rules, and regulations pertaining to the legal collection of funds. · Exercise integrity in performance of duties. · Elicit the cooperation of those involved in the debt settlement process. · Interact effectively with the public and departmental personnel with tact and diplomacy. LICENSE, CERTIFICATION AND OTHER SPECIAL REQUIREMENTS: Employees in this class may be required to provide and operate their own automobile on a reimbursed mileage basis; valid State of Michigan Operator License. DISTINGUISHING CHARACTERISTICS: Involves field work. Evaluation Process 1. Oral Appraisal: 50% Maximum – 32.5% Minimum. 2. Evaluation of Training, Experience & Qualifications: 50% Maximum – 32.5% Minimum. 3. Total: 100% Maximum – 65% Minimum. 4. Military Service: 1% Minimum – 15% Maximum. 5. Domicile Credit: 15 Points.
