RESPONSIBILITIES The Game Manager will develop and manage a new hunting program for feral ungulates and upland game birds at Pohakuloa Training Area under the direct supervision of the PTA Wildlife Program Manager. The hunting program will be organized and implemented in accordance with the Sikes Act and applicable Army regulations. The objective in the first year will be to develop a hunting program plan, regulations, and policy for selling and issuing hunting permits. Extensive coordination will be necessary with the PTA command; Natural Resource Office; Range Division; Directorate of Family and Morale, Welfare and Recreation; and the State of Hawaii Department of Land and Natural Resources. The Game Manager will develop plans for the required infrastructure improvements such as a dedicated parking area for hunters, a check station(s) for obtaining permits and reporting harvested animals. The game manager will develop public education materials and coordinate public outreach and education on the PTA hunting program. The Game Manager will identify and complete habitat improvement, conduct game surveys, make hunt recommendations, develop and execute programs plans, handle mammal and bird management activities, conduct hunter education programs, and work with law enforcement personnel on PTA. The Game Manager will report all significant activities quarterly and provide a summary of all data collected. The Game Manager will be responsible for periodic surveys for game birds and feral ungulates, calculating population estimates, delineating hunting areas, scheduling hunts, advertising and administering hunts, and public education. All of these tasks will require close coordination with the PTA command, law enforcement, public relations, and Range Control. The Game Manager will develop and maintain a database of animals harvested. The Game Manager will coordinate with Range Division for opening and closing areas for hunting access to avoid conflicts with military mission activities and will coordinate and provide hunting available dates at PTA via the Hunter Hotline program. The Game Manager will write news articles and participate in public hunting meetings, and will initiate and offer public presentations at communities, schools and other venues. The Game Manager will develop and distribute educational material to hunters, soldiers, installation visitors, and other agencies.
