This set of interventions will be jointly supported by UNDP Asia Pacific Regional Centre from its regional programme funded by DFID – Strengthening the governance of climate change finance to benefit the poor and vulnerable in South Asia (2013-16). The interventions have been initiated by a Climate Public Expenditure and Institutional Review (CPEIR) which will identify a further set of proposed activities that are aligned with the DFID supported programme and appropriate to the Pakistan context. The CPEIR approach has been conducted in a number of countries including Indonesia, Nepal, Bangladesh, Thailand, Samoa and Cambodia. The CPEIR examines the links between the three spheres of: national climate change policy; the institutional structures through which policy is channelled; and the process of resources allocation where public funding (both national and international) is made available for the implementation of relevant projects and programmes. In particular the CPEIR approach, and the overall regional programme - strengthening the governance of climate change finance - aim to help climate related ministries and ministries of finance and planning work together to strengthen the way in which the national budget addresses climate change. The CPEIR in Pakistan, as with previous studies, will be country specific and is intended to assist the development of a better understanding of: The formulation and coherence of climate change strategy and policy. The interface between domestic resources and international funds for climate change. The roles and mandates of the institutions involved in climate actions at both Federal and provincial level. The sums allocated and actually spent on climate actions and the sources of these funds at both Federal and Provincial level. An assessment of climate change public finance management at Federal and Provincial level including among other things the processes of budget formulation, budget implementation, procurement, internal auditing, external auditing and Parliamentary scrutiny. The sources of funds, allocation mechanisms and funds transfer mechanisms from the Federal to the provincial level. The conduct and output of the CPEIR is expected to contribute to mainstreaming climate finance within the budget process. The study will therefore make practical recommendations for future actions and interventions to improve the management of climate finance in Pakistan. Functions / Key Results Expected This position is a Public Finance and Project Coordination Specialist position including technical oversight on PFM issues. The objective of the assignment is to: a) coordinate and oversee the ongoing Climate Public Expenditure Institutional Review including developing interim briefs and knowledge products; and b) develop proposals for, and oversee implementation of related activities, to be supported jointly by the UNDP Country Office and the UNDP APRC Strengthening the governance of climate change finance programme. The scope of work for this assignment includes: Coordination and Oversight of the CPEIR: Ensure the timely implementation of the CPEIR work-plan. This will require close discussions and agreements with the national CPEIR team, made up of senior national experts in Climate Change, Public Financial Management, Governance, as well as financial researchers and analysts. Ensure progress in the implementation of the CPEIR as per the agreed timeline of activities. Coordinate and oversee the arrangements of stakeholder consultations and meetings at federal and provincial level in accordance with the requirements of the CPEIR work-plan Develop key knowledge products: The Public Finance and Project Coordination Specialist will work in close collaboration with the PFM expert in order to assess the existing budget process in Pakistan such as budget circulars, budget ceiling, and budget formulation guidelines and other key documents, in both the Ministry of Finance and Ministry of Planning, as relevant. After a description is provided, identify within those processes where climate change can be integrated most effectively. Identify within the Ministry of Finance, and particularly within the Budget Department, a key counterpart who can help to facilitate the necessary feedback and endorsement of the CPEIR process, and its outcomes. Develop technical briefs related to climate change finance to raise awareness and promote ownership of the agenda among different stakeholders, including: Technical brief targeted to the Budget Department in MoF that outlines the advantages of linking climate change priorities to the budget cycle, and recommendations for next steps on how this could be undertaken. Technical brief on what climate change finance is in the context of Pakistan, and why it is important to mainstream it as part of the development process, particularly in planning and budgeting. This brief will be targeted at the Finance Division, Planning Division, and other relevant stakeholders in KPK, as well as in specific states and regions as appropriate (for instance, FATA, AJK, and GB) Develop a mapping of climate change expenditures, poverty and vulnerability (based on existing data) in selected districts in KPK to provide an illustration of whether the CC expenditures are being targeted in a way that addresses poverty and vulnerability. Identify options for budget marking at federal and provincial level based on the recommendations of the CPEIR Identify options for integrating climate change expenditures in existing expenditure tracking systems. Organize national/provincial workshop and meetings as and when required. Organize and convene Advisory group meetings, ensure their input and follow up on recommendations of the Advisory committee as appropriate. Work closely with Ministry of Finance, Ministry of Planning, Climate Change Division and provincial relevant departments and follow up on necessary and related work Design and oversee implementation of strategic interventions to strengthen the integration of climate change within the budget process: Develop a proposed set of strategic interventions over a 2 ½ year period that will be supported by the UNDP Country Office and UNDP APRC Strengthening the governance of climate change finance programme. These interventions, where appropriate, could begin in parallel with the CPEIR implementation. The interventions could be agreed within an existing work plan or project modality within the UNDP Country Programme portfolio or as a contribution to a new project as appropriate. Oversee implementation of the strategic interventions identified above and ensure that targets and objectives are met. Provision of Monitoring and Progress Controls The Public Finance and Project Coordination Specialist will work under the guidance of the UNDP Pakistan Environment and Climate Change Unit. Advice and support will be provided by the UNDP APRC team in Bangkok, including liaising with the regional donor. Deliverables Technical brief targeted to MOF completed on the advantages of linking climate change priorities to the budget cycle, including recommendations. Technical brief targeted at KPK stakeholders is completed on the definition of climate change finance, and the advantages of integrating it in the planning and budgeting processes. Mapping of climate change expenditures vis a vis vulnerability and poverty in selected districts in KPK completed. Options paper for budget marking at federal and provincial levels Options paper for integrating climate change expenditures in existing expenditure tracking systems in Pakistan at federal and provincial levels. Draft 2 ½ year set of interventions with associated targets and objectives developed for integrating climate change finance in budgeting processes in Pakistan. Oversee implementation of strategic interventions including the necessary work plan, terms of reference and monitoring of progress including Key targets and objectives of the set of interventions are met. Impact of Results The key results have an impact on the overall performance of the CPEIR team and success in implementation of the initiative. Effective coordination within the team, provision of monitoring and evaluation controls and designing strategic interventions will ensure a comprehensive CPEIR study and ensuing long term impacts. Competencies Advanced degree (Masters, PHD) in economics, finance, or social sciences. At least 5 years professional experience in policy analysis and advisory role to senior government stakeholders.
