Judicial Reform: 1. What we have today is “British Law & British Judicial System”. It must be transformed into “Indian Law & Indian Judicial system” on top priority. 2. At least one Fast Track Court should be started in every district to tackle Corruption & Crime cases against People Representatives & Public Servants. 3. Government should start Indian Judicial Service without delay. 4. An independent National Judicial Commission should be formed. 5. All the Courts must function at least 250 days or 2000 hours every year. Metropolitan Courts should work in 02 shifts i.e. 7am-1pm & 2pm-8pm. 6. Number of Judges should be reviewed periodically. It should be based on Population and other geographical factors. 7. Registration of cases must improve. Latest technology should be used. Stringent Penalty clause in case of needless delay in case filing. 8. Judicial manpower, infrastructure, transport, communications & technology support must improve very substantially. Latest technologies should be used for information, instruction & training. 9. Minimum Qualification, Maximum Age Limit & Minimum Health Standard should be reviewed to enhance quality & efficiency. It should be uniform throughout the nation. 10. Housing for Judicial Officers & subordinates must receive special attention. 11. Roles, Responsibility & Accountability of every Law officer, judicial officer & judicial staff should be clearly defined with strict penalty clauses in case of non-compliance. 12. Corruption & Crime cases against People Representatives, Public Servants and Judicial Officers should be transferred in Fast Track Courts & such cases should be decided within a year. 13. It should be mandatory for Law Officers, Judicial Officers & Judicial Staff to disclose their assets & last 5 years income details, assets & last 5 years income details of his / her Spouse, Children & Parents in public domain. 14. Law Commission recommendations, Supreme Court’s directives & suggestions should be implemented without any further delay. 15. Acts legislated by government should confirm to Law Commission recommendations & Supreme Courts directions in letter & spirit.
